Level 1 Actions Part B: Level 3 Actions - Donegal County Council

The CSC agreed in principle to go with this proposal, including the provision of Admin Suppport.
The Operational Group will put arrangements in place , and the mechanics of how this will be
funded will be worked through.
Feedback from 4 Sub-group Chairs:
A. Health & Well-Being:
Kieran Doherty, Chair reported that their action plan had a few changes from the last meeting.
(a) To provide ante-natal support and home visiting for parents with children aged 0-2 years:
A number of targets were identified, namely
(i) Complete information gathering on international best practice and then
(ii) link with providers to see how their delivery might enhance outcomes.
(iii) A broad Model to be agreed by June
(iv) providers to come back with a proposed new framework by September.
(v) Re-design and commence the delivery of service by the end of November 2009.
(b) To provide a framework of support for vulnerable adolescents has been refocused to “Promote
well persons agenda for young people”. A number of elements contributing to this include:
� The changes proposed for the Listillion facility
� Out of hours discussions with social work service and Gardai
� Physical & Sensory Disabilities Manager to frame issues in the context of the wellness
Agenda.
� Exploration of the Jigsaw model and build on work undertaken in Castlefin and develop in
one other area in Donegal.
(c ) Develop integrated information pathways:
� Monitor ION Project
� Develop an information outcomes planning day to coincide with the launch of the home
visiting programme
� Maire O’Leary – will link the work undertaken on Youth Homelessness into this group.
� Regional Child Health Group – Dr. Mason looking at information for parents from 0 – 6
months.
B. Education & Learning:
Martin Gormley, Chair reported a good attendance at meetings.
• Early Start – Child Care Conference – 320 delegates booked
• Playbus is in the County, delay with Graphics , and it is hoped to include a toy library
included?
• School retention in N Inishowen is being examined to consider lessons for other areas.
• Daybreak is looking at young people’s responses to school exclusion and how to improve
contact with youth organisations.
• Early years. The Chair outlined support for the Minister’s Initiative in the Budget
• Special Needs Education – Frank Fox will provide futher information on levels in Donegal.
• Supporting new ‘Other Nationalities’ Dr. Fiona Hardy’s role to be explored.
• Sean Sheridan to give the Chair a contact re the language supports -Welcome visitor in
Letterkenny
It was suggested that the Play bus could be connected in 0-2s initiative from Health & Well being
group.
