The CSC agreed in principle to go with this proposal, including the provision of Admin Suppport.<br />

The Operational Group will put arrangements in place , and the mechanics of how this will be<br />

funded will be worked through.<br />

Feedback from 4 Sub-group Chairs:<br />

A. Health & Well-Being:<br />

Kieran Doherty, Chair reported that their action plan had a few changes from the last meeting.<br />

(a) To provide ante-natal support and home visiting for parents with children aged 0-2 years:<br />

A number of targets were identified, namely<br />

(i) Complete information gathering on international best practice and then<br />

(ii) link with providers to see how their delivery might enhance outcomes.<br />

(iii) A broad Model to be agreed by June<br />

(iv) providers to come back with a proposed new framework by September.<br />

(v) Re-design and commence the delivery of service by the end of November 2009.<br />

(b) To provide a framework of support for vulnerable adolescents has been refocused to “Promote<br />

well persons agenda for young people”. A number of elements contributing to this include:<br />

� The changes proposed for the Listillion facility<br />

� Out of hours discussions with social work service and Gardai<br />

� Physical & Sensory Disabilities Manager to frame issues in the context of the wellness<br />

Agenda.<br />

� Exploration of the Jigsaw model and build on work undertaken in Castlefin and develop in<br />

one other area in <strong>Donegal</strong>.<br />

(c ) Develop integrated information pathways:<br />

� Monitor ION Project<br />

� Develop an information outcomes planning day to coincide with the launch of the home<br />

visiting programme<br />

� Maire O’Leary – will link the work undertaken on Youth Homelessness into this group.<br />

� Regional Child Health Group – Dr. Mason looking at information for parents from 0 – 6<br />

months.<br />

B. Education & Learning:<br />

Martin Gormley, Chair reported a good attendance at meetings.<br />

• Early Start – Child Care Conference – 320 delegates booked<br />

• Playbus is in the <strong>County</strong>, delay with Graphics , and it is hoped to include a toy library<br />

included?<br />

• School retention in N Inishowen is being examined to consider lessons for other areas.<br />

• Daybreak is looking at young people’s responses to school exclusion and how to improve<br />

contact with youth organisations.<br />

• Early years. The Chair outlined support for the Minister’s Initiative in the Budget<br />

• Special Needs Education – Frank Fox will provide futher information on levels in <strong>Donegal</strong>.<br />

• Supporting new ‘Other Nationalities’ Dr. Fiona Hardy’s role to be explored.<br />

• Sean Sheridan to give the Chair a contact re the language supports -Welcome visitor in<br />

Letterkenny<br />

It was suggested that the Play bus could be connected in 0-2s initiative from Health & Well being<br />

group.<br />
