When the Plans are in place the action will fall to the Local Authorities. Resources will have<br />

an impact here. It is recognised that the Irish Plans are ambitious. There is a possibility if<br />

actions are not carried out this may lead to Court proceedings from the EU. They have<br />

already started proceedings against countries that have not complied so far. The Cost<br />

Analysis will also be a big issue and all departments must decide on what is feasible. The<br />

environmental benefits should be looked at as well as the cost analysis. The S.E.A. ‘s have<br />

looked at all aspects including environmental benefits and these will fit into the RBMP.<br />

5. <strong>County</strong> Development Board Review<br />

Charles Sweeney informed the meeting that the <strong>County</strong> Development Board were carrying<br />

out a review of the <strong>Donegal</strong> Strategy 2002 – 2012, the review period is 2009 – 2011.<br />

Six priority areas and actions have been identified.<br />

• The Green Economy<br />

• Develop a “<strong>Donegal</strong>” brand<br />

• Best Access to Services<br />

• Develop the <strong>Council</strong>’s Cultural Resources<br />

• Enterprise Skills Development<br />

• Natural Resources.<br />

The CDB will have a workshop on the 16 th June and information will be available on<br />

www.cdb.ie after sign off.<br />

6. EU Funding Opportunities:<br />

The SEUPB has indicated that they are going to release €20 million funding under the<br />

Interreg IVA programme for the Environmental Management Theme. This theme contains<br />

four priorities,<br />

• Biodiversity (€8 – 10m available)<br />

• Marine<br />

• Resource Management<br />

• Water<br />

(€10m available for Marine, Resource Management and Water)<br />

The <strong>Council</strong> are already considering projects under Biodiversity in conjunction with<br />

ICBAN. The Marine and Leisure Unit are exploring possible projects. The <strong>Council</strong> is also<br />

looking and small islands project possibly in conjunction with Scottish partners.<br />

Deadline: Call for submissions 7 th July 2009.<br />

The level of grant is 100%.<br />
