managed to do this in a limited way with Ngati Kahungnunu.Discussions were held with Ngati Porou and theiwi of Turanganui A Kiwa, but these didn’t result in anythingconcrete. If nothing else the seeds were sown foradvancing formal relationships with iwi that have progressedto fruition today.From around the year 2000 to 2006 I managed allthe coordinators across the country with the aim to getconsistent high quality practice that could revitalize theprinciple of family decision making and empowerment. Iwas also heavily involved in following up on the recommendationsof the ministerial task force into youth offendingwhich included delivering joint training with thePolice across the whole country. The result was that CYFvastly improved its delivery of youth justice services tothe point where today it is fair to say that the aspirationsof that section of the CYP&FA are largely being met.Why was this successful? Firstly, there was widespreadagreement that improvement was needed, secondlythere was strong hands-on leadership by the PrincipalYouth Court Judges and senior managers in all theagencies involved. Thirdly the training was based on thelegislation and supported by oversight and monitoringof performance standards. The sad thing is that it hasnever been able to be translated to care and protection.The last 14 years of my career have been spent inNapier working mainly as a senior advisor to either theoperations or regional manager, sitting through yet morerestructures, the most recent being the winding up ofCYPs and the creation of Oranga Tamariki.THE BIG QUESTION — ARETHINGS GETTING BETTER?Oranga Tamariki has all the whistles and bells, is wellresourced and has a vision well aligned to the OrangaTamariki Act and in particular s. 7AA. I believe it has madeconsiderable progress in working alongside Iwi and otherpartners. It has also moved to provide better targetedservices and facilities for the most vulnerable and difficultto manage Tamariki. Despite what you see in themedia there has been strong leadership and a consistentmessage to all staff as to the vision and aspirations of theorganisation. Yet despite all that, it seems to me it stillstruggles against the tide. At the macro level I don’t thinkthe organisation will ever be able to match the politicalaspirations of Māori and at the micro level there are stillsignificant challenges with the recruitment, training andcompetency building of front line staff. The latter also appliesto the non-governmental sector. Everybody struggleswith the ongoing and seemingly increasing effects ofpoverty, gang culture, family violence and drug and alcoholabuse. As long as we live in a society where a youngman has the choice of aspiring to riding around colouredup on a $5000 Harley Davidson or picking apples on theminimum wage, we will always swim against the tide.Unfortunately, Oranga Tamariki and its predecessorsalways seem to be the centre of media attention whenthings go wrong. They have an absolute statutory responsibilityto protect vulnerable children yet when theyconsider the only safe option is to uplift children theyget criticised. Then, when a child who is left in a dangeroussituation suffers harm, it is always Oranga Tamariki’sfault that they didn’t do more to protect the child. As theysay it a tough gig.NEIL’S LAST LOOK AT OT• What I loved about the work — there was never adull day. In the early days I liked the variety especiallyworking alongside others in the community likePublic Health Nurses, school guidance counsellors,etc. I also really liked leading through the move toput Family Group Conferences at the Centre of ourwork and doing the hands on stuff, training the FGCCoordinators, etc. I also really enjoyed working inYouth Justice. It is a really sound model and one weare starting to do really well.• Reflecting on progress at OT — one of our earlyGeneral Managers who came from a civil engineeringbackground observed that the organisation reflectedthe dysfunctional families it worked with. I’m sorry tosay he was probably right. What is often overlooked isthe fact that the “organisation” has never been stablenor has it been adequately resourced. There was ahope that OT could start from scratch with sufficientfunds to build a stable knowledge- based organisationworking to kaupapa Māori principles. But as eventstranspired, it hasn’t got off to a good start.• There were a number of initiatives such as MaatuaWhangai in 1983 and Puao-te-Ata-tu in 1988 thatacknowledged that the system was failing Māori andthe new kaupapa was intended to give more power toMāori to look after Māori.
