In 2000 Franz enrolled at Te Whare Takiura o Kahununu/EIT in Te Manga Māori to study for a BA in Māori, and studiedunder kaumatua, the Reverend Matiu Eru and other kaiako. The korero with Pat, Franz and Susan was always around the importanceof honouring the Treaty of Waitangi and strengthening community networks, instead of depending on prisons to solve its problems.96Hawke’s Bay Community College – it worked! So what happened?
BEGINNING OF THE ENDby jes magillThe college had become a “testament to inspired thinkingand community participation”, said John Harré. “Itwas working”, cried Pat, and they weren’t the only oneslamenting what looked like the ushering in, of a cold,hard new world, as it dismantled a model that inspiredmany new communities within the one, all focused onlearning.It definitely was the end of an era when the collegewas renamed the Hawke’s Bay Polytechnic. There was alot of protest from some in the community, at the ‘aboutface’; the new broom sweeping away so much of whathad been gained by so many in the community. Dozensof Black Power members formed a hikoi from Waiohikito the campus, to register their displeasure. They performeda haka there which from every account waspowerfully poignant.Maryan Moss, in her book on the HBCC titled Comingof Age refers to the winds of change that started to blowthrough during the early 80s, affecting the communityeducation landscape.“Since the opening of the Community College in 1975,great changes have occurred in education. An institutionwhich began by providing learning at minimal cost,may have become “market driven” — and there are manywho question this economy — but the essential visionwith which the community college was conceived hasnot been lost. The polytechnic remains a place wherethose who seek increased learning and understandingare stimulated to discover them.”Make of that what you will, but the reality is that certainsectors were cut out, again, from affordable, accessibleeducation opportunities. Looking back at the formationof the college and the mandate that it had, totruly serve the needs for community education; to seethe change coming, to a more market-driven, less community-focusedstrategy would have been disappointing,even heart-breaking for some.PAT SUMS UP 1985 IN 2021“The HBCC was successful, with its community basededucation, including wānanga on maraes throughoutNgati Kahungunu and on the streets of Maraenui. Thecollege had reached out into the community and thecommunity responded. John Harré was an excellent principalunder often difficult circumstances.“John had a philosophy of egalitarianism — that educationshould be available to all, and during his tenure atthe college he saw his philosophy become reality. It wasa huge job. He worked hard, achieved a lot in 11 yearsand created a legacy to be proud of”.So, things change. Governments, philosophies, mindsetsand ‘trends’ evolve with new styles of learning andpurpose of education. That seems to be life. One thingthat will never change though, is the model of communityeducation excellence that the Hawke’s Bay CommunityCollege team created and the success it achievedin that golden era of enlightenment, between 1975 and1985.Perhaps these trailblazers can take heart in an adaptedquote, apologies to Alfred Lord Tennyson; “It is betterto have created and succeeded, than never have createdat all”.Hawke’s Bay Community College – it worked!
