Overall, the total number <strong>of</strong> tenure applications<br />

received has remained relatively constant between<br />

2000/2001 <strong>and</strong> 2008/2009, with a peak occurring<br />

in 2003/2004 (see Section 5.2, Historical Tenures<br />

<strong>and</strong> Grants for more details). In some sectors, such<br />

as manufacturing <strong>and</strong> commercial, there have been<br />

significant variations in year-to-year dem<strong>and</strong> for<br />

tenures (Figure 23).<br />

There is also significant variation in sub-regional<br />

dem<strong>and</strong> for tenures. Some sub-regions are dominated<br />

by dem<strong>and</strong> in one or two sectors, such as the Peace<br />

sub-region where 52% <strong>of</strong> tenure applications were<br />

in the utilities <strong>and</strong> pipelines sector, <strong>and</strong> 38% <strong>of</strong><br />

applications were in the energy sector. Dem<strong>and</strong> in<br />

other sub-regions is more evenly distributed across<br />

sectors.<br />

The variation in dem<strong>and</strong> is also reflected in the<br />

composition <strong>of</strong> the tenure portfolio (Figure 26).<br />

The energy, <strong>and</strong> utilities <strong>and</strong> pipelines sectors had a<br />

significant increase in the number <strong>of</strong> active tenures<br />

from 2000 to 2006, after which tenures in the<br />

utilities <strong>and</strong> pipelines sector dropped <strong>of</strong>f. Meanwhile,<br />

tenures in the energy sector continued to climb in<br />

2007, before levelling <strong>of</strong>f in 2008.<br />

It is important to note that not all tenures convey<br />

exclusive rights to <strong>Crown</strong> l<strong>and</strong>; the area <strong>of</strong> some<br />

tenures may actually overlap. Leases <strong>and</strong> reserves<br />

both grant exclusive use <strong>of</strong> the area. Tenure types<br />

such as licences <strong>of</strong> occupation, permits <strong>and</strong> rights-<strong>of</strong>way<br />

do not provide exclusive use, <strong>and</strong> can therefore<br />

overlap with other tenures.<br />

In addition to overlapping tenures, the total<br />

number <strong>of</strong> tenures in each sector may be somewhat<br />

misleading because for some sector activities,<br />

several tenures may be required for one project. For<br />

example, a single project in the energy sector may<br />

require multiple tenure approvals for drill sites, flare<br />

sites, processing plants, staging areas, roadways <strong>and</strong><br />

pipelines.<br />
