Discussion<br />

Strategic l<strong>and</strong> <strong>and</strong> resource planning has evolved<br />

considerably since its inception in the early 1990s.<br />

Many variations <strong>of</strong> l<strong>and</strong> use plans have been used<br />

to provide direction for the management <strong>and</strong><br />

allocation <strong>of</strong> public l<strong>and</strong> <strong>and</strong> resources. Some<br />

<strong>of</strong> the most recently approved regional scale<br />

SLRPs include the Sea-to-Sky <strong>L<strong>and</strong></strong> <strong>and</strong><br />

Resource Management Plan (LRMP), the<br />

Morice LRMP, the Haida-Gwaii Strategic <strong>L<strong>and</strong></strong><br />

Use Agreement, <strong>and</strong> the Central <strong>and</strong> North<br />

Coast <strong>L<strong>and</strong></strong> Use Decision.<br />

In earlier regional scale strategic l<strong>and</strong> <strong>and</strong> resource<br />

planning processes, efforts were made to consult<br />

<strong>and</strong> accommodate First Nations, but the more<br />

recent regional scale planning processes have had<br />

a much higher level <strong>of</strong> meaningful First Nations<br />

engagement. Negotiations with First Nations<br />

during the planning process have resulted in<br />

government-to-government strategic l<strong>and</strong> use<br />

agreements <strong>and</strong> partnerships. For example,<br />

the Morice LRMP is the result <strong>of</strong> the Province’s<br />

collaborative partnerships with the Office <strong>of</strong> the<br />

Wet’suwet’en, Lake Babine Nation, Nedo’ats<br />

Hereditary Chiefs, <strong>and</strong> Yekooche First Nation, as<br />

well as industry, local communities <strong>and</strong> interest<br />

groups. Another example is the Sea-to-Sky LRMP,<br />

which is built upon recommendations <strong>of</strong> a public<br />

planning forum, <strong>and</strong> the outcomes <strong>of</strong> governmentto-government<br />

agreements with the In-SHUCK-ch,<br />

Lil’wat, Squamish, <strong>and</strong> Tsleil-Waututh Nations.<br />
