Between 2000/2001 <strong>and</strong> 2008/2009, the Province<br />

transferred 1,699 hectares to public sector bodies<br />

through SCGs. Of that, 69% <strong>of</strong> the SCGs were<br />

granted to the public services sector for purposes<br />

such as fire halls, local or regional parks, school or<br />

outdoor education facilities, <strong>and</strong> waste disposal sites.<br />

The average size <strong>of</strong> SCGs for the public services sector<br />

was 14 hectares.<br />

Between 2000/2001 <strong>and</strong> 2008/2009 a total <strong>of</strong> 17,896<br />

hectares were tenured to eligible organizations<br />

through NRTs. Tenures for public services accounted<br />

for 66% <strong>of</strong> the total area tenured. The average size <strong>of</strong><br />

NRTs for the public services sector was 11 hectares.<br />

The highest numbers <strong>of</strong> SCGs <strong>and</strong> NRTs have been<br />

awarded in the South Coast <strong>and</strong> West Coast subregions.<br />

In terms <strong>of</strong> the amount <strong>of</strong> l<strong>and</strong> tenured or<br />

granted by SCGs or NRTs, the Kootenay sub-region<br />

received the largest total area at 509 hectares. The<br />

West Coast sub-region received the largest area <strong>of</strong><br />

l<strong>and</strong> for community <strong>and</strong> institutional purposes, at<br />

4,750 hectares.<br />

Discussion<br />

Grants <strong>of</strong> <strong>Crown</strong> l<strong>and</strong> at less than market value have<br />

been authorized by BC’s Cabinet since 1888. The<br />

Province also has a long history <strong>of</strong> providing nominal<br />

rent tenures to public sector organizations <strong>and</strong> nonpr<strong>of</strong>it<br />

societies. The current program responsible for<br />

awarding SCGs <strong>and</strong> NRTs is the Community <strong>and</strong><br />

Institutional <strong>L<strong>and</strong></strong> Use Program, which has been in<br />

place since 2004.<br />

Examples <strong>of</strong> recently completed Sponsored <strong>Crown</strong><br />

Grants <strong>and</strong> Nominal Rent Tenures include:<br />

• 2008 – SCG to the District <strong>of</strong> Oak Bay for the<br />

management <strong>of</strong> Tod House<br />

❍ Tod House was completed in 1851 <strong>and</strong> is the<br />

oldest house in Western Canada.<br />

❍ This 0.15 hectare grant allows the District<br />

to manage the house on behalf <strong>of</strong> the<br />

community.<br />

• 2008 – SCG to Isl<strong>and</strong>s Trust Fund Board for<br />

regional park purposes<br />
