about. Abrams recalls th<strong>at</strong> the East Asian bureau actually “did not want to let [Kim]<br />

in the building.” 55 <strong>The</strong> East Asian bureau regarded Kim as a “‘troublemaker’ and a<br />

‘flake,’” Lister wrote in 1999. 56 But, according to Abrams, “Lister quietly persisted<br />

on Kim’s behalf” and after several months Abrams met with Kim. 57 <strong>The</strong> meeting<br />

“went <strong>of</strong>f very well,” Lister recalled. 58<br />

Kim accepted a fellowship <strong>at</strong> Harvard <strong>University</strong> in 1983 and 1984.<br />

Meanwhile, Lister and Kim established closer contact. Lister was personally invited<br />

to dinner with Kim and his family on September 10, 1984. 59 Kim was already<br />

preparing his return to South Korea, but over dinner Kim asked Lister if it would be<br />

possible for Lister to arrange a meeting with Paul Wolfowitz, then the Assistant<br />

Secretary <strong>of</strong> St<strong>at</strong>e in charge <strong>of</strong> the East Asian bureau. 60 <strong>The</strong> meeting happened. Kim<br />

phoned Lister on October 14, 1984 to say th<strong>at</strong> he had recently met for one hour with<br />

Wolfowitz. 61 On November 2, 1984, Kim wrote to Lister asking him to accept a scroll<br />

<strong>of</strong> Kim’s calligraphy as a gift. <strong>The</strong> calligraphy, Kim wrote, “is an expression <strong>of</strong> my<br />

friendship toward you and my appreci<strong>at</strong>ion for your support for the Korean people<br />

and myself.” 62<br />

Before Kim Dae Jung returned to South Korea in early 1985, Lister would<br />

help Kim one more time. He arranged for Kim to give a speech <strong>at</strong> the Open Forum,<br />

which was a speaker series <strong>at</strong> the St<strong>at</strong>e Department established in 1967 to encourage<br />

open dissent and deb<strong>at</strong>e. 63 Several days before the speech, Kim requested Lister’s<br />
