the other hand, it took White House involvement for the U.S. to take the most<br />

significant step in altering U.S. rel<strong>at</strong>ions with the Socialists: a convers<strong>at</strong>ion, in public<br />

view, between Kennedy and Nenni. U.S. actions to bring about a center-left<br />

government in Italy can probably best be characterized as a collabor<strong>at</strong>ion between<br />

<strong>of</strong>ficials <strong>at</strong> the highest and the lowest levels.<br />
