February 1955, Lister received a letter from a Mr. K. Romanowicz, a Polish émigré to<br />

the United St<strong>at</strong>es who also oper<strong>at</strong>ed an anti-Communist bookstore in Paris. 25<br />

Romanowicz sought $3000 to oper<strong>at</strong>e a “mobile anti-communist library” in<br />

northeastern France, where the Polish minority was being targeted <strong>by</strong> the Warsaw<br />

government with Communist propaganda. 26 Romanowicz’s imagin<strong>at</strong>ive scheme was<br />

to purchase an automobile, which he would use to drive around Polish minority areas<br />

and distribute anti-Communist liter<strong>at</strong>ure. Lister urged in a memo th<strong>at</strong> the request be<br />

approved; he argued th<strong>at</strong> “this could well prove to be a case in which a modest<br />

expenditure would be put to very effective use…” 27<br />

Some <strong>of</strong> Lister’s <strong>at</strong>tempts to gain a propaganda advantage were quite skillful.<br />

For instance, Lister recognized th<strong>at</strong> a conference on world affairs planned for April<br />

1956 <strong>at</strong> the <strong>University</strong> <strong>of</strong> Colorado, Boulder, would be an ideal chance to counter<br />

Polish Communist propaganda. 28 <strong>The</strong> organizers <strong>of</strong> the conference had requested the<br />

Polish Ambassador to the United N<strong>at</strong>ions to submit a Polish flag, but Lister writes in<br />

a memo th<strong>at</strong> the Ambassador, “with typical Polish Communist enterprise and<br />

brashness” announced th<strong>at</strong> he would bring the flag to the forum himself, thus securing<br />

himself a place as a speaker. 29 Lister was successful in arranging for a “capable,<br />

articul<strong>at</strong>e, and well-prepared Polish anti-Communist” to surprise the Ambassador <strong>at</strong><br />

the forum <strong>by</strong> joining him on the same panel. 30 Additionally, he proposed providing<br />

Voice <strong>of</strong> America (VOA) coverage <strong>of</strong> the panel for broadcast to Poland. Lister wrote,<br />

“N<strong>at</strong>urally, it would not be necessary for the VOA man to stay any longer than the<br />
