Lister provided the spark for an idea. La Voy went to LASC and they agreed<br />
together to open a one-person <strong>of</strong>fice—with La Voy to be the lone staff person—to<br />
begin purveying objective, detailed inform<strong>at</strong>ion on human rights viol<strong>at</strong>ions in L<strong>at</strong>in<br />
America. 168 Much <strong>of</strong> the inform<strong>at</strong>ion could come from LASC’s contacts. 169 Shortly<br />
before La Voy was to open the <strong>of</strong>fice, she mentioned to Lister during a walk along<br />
16 th Street th<strong>at</strong> some concerns <strong>of</strong> hers might require her to postpone the opening. 170<br />
La Voy vividly remembers th<strong>at</strong> Lister abruptly ushered her into the lob<strong>by</strong> <strong>of</strong> the<br />
A.F.L.-C.I.O headquarters and directed her to sit down. “Put some iron in your<br />
pants,” he demanded, trying to convince her to follow through, which she did. 171<br />
In the summer <strong>of</strong> 1974, the Washington Office on L<strong>at</strong>in America opened on a<br />
shoestring budget <strong>of</strong> $400/month. 172 La Voy would leave WOLA th<strong>at</strong> fall and<br />
Eldridge would take over, but the organiz<strong>at</strong>ion would quickly grow in prominence. 173<br />
In 1981, Lars Schoultz called WOLA “the organiz<strong>at</strong>ion th<strong>at</strong> government <strong>of</strong>ficials can<br />
contact for a correct answer or an informed opinion regarding United St<strong>at</strong>es foreign<br />
policy towards L<strong>at</strong>in America.” 174 WOLA today engages in a variety <strong>of</strong> human rights<br />
advocacy activities, but it won influence among policymakers <strong>by</strong> providing,<br />
according to Schoultz, “the most reliable d<strong>at</strong>a available on repression <strong>of</strong> human rights<br />
in L<strong>at</strong>in America.” 175<br />
