1973, while he was working <strong>at</strong> the St<strong>at</strong>e Department in the Bureau <strong>of</strong> Inter-American<br />

Affairs. Chapter Four reviews the development <strong>of</strong> human rights in U.S. foreign policy<br />

and examines Lister’s role in shaping th<strong>at</strong> development. Chapter Five presents four<br />

case studies <strong>of</strong> countries in which Lister tried to impact democr<strong>at</strong>ic development.<br />

Chapter Six reviews the reasons for Lister’s impact and discusses wh<strong>at</strong> lessons might<br />

be drawn from Lister’s career.<br />
