telecommunication, transport, and security services to UN agencies.<br />
The ICRC has always had access to all the prisons in the region, and freedom of<br />
expression and freedom of the media are now b<strong>et</strong>ter guaranteed by law. In Iraqi<br />
Kurdistan, there are women teachers,judges and government ministers, which signifies<br />
the rights, role, and importance ofwomen in Kurdish civil soci<strong>et</strong>y.<br />
SUGGESTED AMENDMENTS<br />
Therefore, the Government of Iraqi Kurdistan would be grateful if you will consi<strong>de</strong>r<br />
adopting the following amendments to the mention for a resolution contained within<br />
Emma Nicholson's report:<br />
Introduction of new paragraphs<br />
champions the will oflraqi Kurdistan to live in a <strong>de</strong>mocratic and fe<strong>de</strong>ral Iraqi<br />
Republic;<br />
takes note of the progress realised in respect ofhuman rights and<br />
<strong>de</strong>mocratisation; and encourages Iraqi Kurdistan to pursue the <strong>de</strong>mocratisation<br />
process it has initiated in the last 10 years;<br />
encourages the people of Iraqi Kurdistan to form, according to the Washington<br />
agreement, a unified administration which will have to organize new general<br />
elctions;<br />
calls the Iraqi government to recognize the national and <strong>de</strong>mocratic rights of the<br />
Kurds oflraq within a fe<strong>de</strong>ral and <strong>de</strong>mocratic Iraq.<br />

notes, however, that the "oil for food" program has been effective only in Iraqi<br />
Kurdistan, where it has been managed by the United Nations directly and<br />

Administration;<br />

clarifies that the revision of the current system of sanctions should accompany<br />
measures inten<strong>de</strong>d to protect and foster <strong>de</strong>mocratic progress realised in Iraqi<br />
Kurdistan;<br />
stresses therefore that the substantial amounts of unspent 986 funds should not<br />
be forfeited when the program comes to an end;<br />
insists on the need to inclu<strong>de</strong> permanent arrangements for the 15% share oflraqi<br />
revenues for the Kurdistan Region in a post "oil for food" program environment,<br />
and recognises that those incomes are indispensable to the administration of<br />
Kurdistan to pursue the progress realised in the field of human rights and<br />
<strong>de</strong>mocratisation;<br />
urges that those measures must be guaranteed by an agreement at the<br />
internationallevel.<br />
