My first year in office as the president of Makivik Corporation
has been very busy, yet also very productive as regards to a
number of issues touching at the core of Nunavik.
To begin, the past year was a difficult one for markets and
for the Corporation’s subsidiaries. The tough financial climate
did not generate the strong revenues and returns seen in the
past, forcing Makivik to make some hard but sound decisions.
The entire board of directors should be recognized for their
leadership. I am certain that we will be able to pursue these
consolidation efforts in the coming years and maintain a stable
financial situation for the Corporation.
In January 2012, the first meeting of the Quebec-Nunavik
Table was held. This special political forum was created with the
past Quebec Liberal government as a permanent discussion and
coordination forum for Makivik, the Kativik Regional Government,
the Kativik School Board, the Nunavik Regional Board of Health
and Social Services and the Nunavik Landholding Corporations
Association to strengthen political, economic, social and administrative
relations with Quebec. I used this meeting to convey the
message that the continued development of our region must
take into account the needs and vision of Nunavik Inuit.
This message was again repeated in March 2012, to then
Minister responsible of Aboriginal Affairs Geoffrey Kelley at the
Makivik annual general meeting held in Chisasibi and by Andy
Moorhouse in May, to then Premier Jean Charest at the Plan Nord
Partners’ Table in Quebec City. On all these occasions, I made my
dissatisfaction known regarding the approach adopted by Quebec
through their Plan Nord. The government has so far geared Plan
Nord more towards the mining industry than towards Nunavik

Ma première année au poste de président de Makivik a été
fort occupée et très productive dans plusieurs dossiers d’intérêt
crucial pour le Nunavik.
Toutefois, l’année écoulée a été difficile pour les marchés financiers
et les filiales de la Société. Le climat économique morose
n’a pas permis d’obtenir les recettes et les rendements élevés
observés dans le passé, ce qui a obligé Makivik à prendre de
judicieuses, mais difficiles décisions. Je tiens à cet égard à souligner
le leadership du conseil de direction. Je suis convaincu que
nous serons en mesure de poursuivre les efforts de consolidation
requis dans les années à venir afin de maintenir une situation
financière stable pour la Société.
La première réunion de la Table Québec-Nunavik a eu lieu en
janvier 2012. Ce forum politique a été créé sous l’ancien gouvernement
libéral du Québec comme lieu permanent de discussion
et de coordination réunissant Makivik, l’Administration régionale
Kativik, la Commission scolaire Kativik, la Régie régionale de la
santé et des services sociaux du Nunavik et l’Association des
corporations foncières dans le but de renforcer les relations
politiques, économiques, sociales et administratives avec le
gouvernement du Québec. J’ai profité de cette rencontre pour
rappeler à tous que le développement de notre région doit
prendre en compte les besoins et la vision des Inuits du Nunavik.
Ce message a été répété en mars 2012 au ministre responsable
des Affaires autochtones d’alors, Geoffrey Kelley, lors de
l’assemblée générale annuelle de Makivik tenue à Chisasibi, et
en mai au premier ministre Jean Charest à la Table des partenaires
du Plan Nord tenue à Québec. À toutes ces occasions, j’ai
exprimé mon mécontentement concernant l’approche adoptée
