Nunavik’s James Bay and Northern Quebec Agreement
Enrolment Office for beneficiaries continued the training of local
enrolment officers that was started during Makivik’s 2010-2011
fiscal year. All communities have been visited and additional
assistance given to enrolment officers as needed.
In regards to Nunavik’s six appeals committees, we are finalizing
the training program to be implemented next year. We
must ensure that the appeals committees properly implement
the policies and procedures of Complimentary Agreement 18 of
the James Bay and Northern Quebec Agreement.
Over the past year many Nunavik beneficiaries have obtained
their new beneficiary cards. We hope that all beneficiaries will
have their new cards in the coming year. Although the cards are
of good quality, we have noticed that some are wearing out so we
have started laminating the cards on both sides since February
2012. Beneficiaries 12 years old and older can also have their
photograph on their beneficiary cards.
After a few years of development, the Quebec Ministry of
Health and Social Services (MSSS) has finally finished testing
the web based computer application to be used by Nunavik’s
enrolment officers. The Nunavik Enrolment Office is presently
negotiating an agreement with the Quebec ministry for the final
transfer of the enrolment program, which is to include a training
component for the new system.

Le Bureau chargé de l’inscription des bénéficiaires de la
Convention de la Baie-James et du Nord québécois a poursuivi
la formation des agents locaux d’inscription commencée
en 2010-2011. Toutes les communautés ont été visitées, et du
soutien supplémentaire est offert aux agents d’inscription selon
les besoins.
En ce qui a trait aux six comités d’appels du Nunavik, nous
mettons la touche finale au programme de formation qui sera
offert l’an prochain. Nous devons nous assurer que les comités
d’appel mettent en œuvre correctement les politiques et les procédures
de la Convention complémentaire 18 de la Convention
de la Baie James et du Nord québécois.
De nombreux bénéficiaires du Nunavik ont reçu leur nouvelle
carte de bénéficiaire cette année, et nous espérons que tous
l’auront en main d’ici la fin de la prochaine année. Bien que les
cartes soient de bonne qualité, nous avons noté une usure prématurée
dans certains cas, et nous les laminons des deux côtés
depuis février 2012 pour régler ce problème. Les bénéficiaires de
12 ans et plus peuvent avoir une carte de bénéficiaire avec photo.
Après quelques années de développement, le ministère de
la Santé et des Services sociaux (MSSS) du Québec a terminé les
essais de l’application informatique destinée aux agents d’inscription
du Nunavik. Le Bureau d’inscription négocie en ce moment un
accord avec le MSSS concernant le transfert final du programme
d’inscription qui devrait inclure un volet de formation.
