Personality<br />
Für Walter Strutz, den Staatssekretär<br />
im rheinland-pfälzischen<br />
Wirtschaftsministerium, waren<br />
die Vorjahrs-Wahlen zum Mainzer<br />
Landtag wenig erfreulich. Sie<br />
brachten den Sozialdemokraten soviel<br />
Stimmen, dass für den Liberalen Strutz im<br />
Kabinett kein Platz mehr war. Doch weil<br />
die neue Regierung das über ein Jahrzehnt<br />
angehäufte Wissen des gelernten<br />
Journalisten nicht missen wollte, fand sie<br />
für den Wirtschaftsfachmann eine neue<br />
Aufgabe. Den Posten des Geschäftsführers<br />
im Mittel- und Osteuropazentrum,<br />
einer vom Land und seiner Investitionsund<br />
Strukturbank gemeinsam getragenen<br />
GmbH, die einmal wichtigste Drehscheibe<br />
für die Ost-West-Kommunikation im deutschen<br />
Südwesten werden soll.<br />
Hahns Mann für den Osten<br />
Walter Strutz weiß, wie man Kontakte<br />
macht. Noch immer hat er im Mainzer<br />
Wirtschaftsministerium ein Arbeitszimmer,<br />
häufiger aber findet man ihn im neuen Büro<br />
auf dem Hahn. Im Gebäude 890, wo er die<br />
Zusammenarbeit zwischen Ost und West<br />
ankurbeln soll. Dazu zählt der Austausch von<br />
Wirtschaftsdelegationen, die Organisation<br />
ge mein samer Tagungen und Konferenzen wie<br />
den großen „Baltikum-Tag“ Anfang November.<br />
Die baltischen Länder übrigens hatten<br />
schon 1997 auf dem Hahn ein Informationszentrum<br />
eröffnet. „Auf deren Erfahrungen“,<br />
sagt Strutz, „bauen wir weiter auf“. Inzwischen<br />
arbeitet er mit Fachleuten aus zahlreichen<br />
Ländern zusammen. Sucht neue Märkte<br />
für rheinland-pfälzische Waren im Osten, vermittelt<br />
dortigen Unternehmen Kontakte nach<br />
Westen. Einige Staaten sind im Mittel- und<br />
Osteuropazentrum inzwischen Untermieter,<br />
nutzen die guten Flugverbindungen vom Hahn<br />
aus. „11 Ziele in Mittel- und Osteuropa werden<br />
von dort angeflogen“, preist der ehemalige<br />
Staatssekretär die Infrastruktur. Politisch<br />
mehr Freiheit genieße er heute, glaubt sich als<br />
Geschäftsführer der Wirtschaft näher als jeder<br />
Polit-Beamte.<br />
Wie wichtig seine Aufgabe ist, belegen Zah-<br />
len. So exportierte Rheinland-Pfalz anno 2005<br />
Waren im Wert von 35,5 Milliarden Euro, zwei<br />
Drittel davon Richtung Ost- und Mitteleuropa.<br />
Damit das so bleibt, stehen 2007 eine Maschinenbaumesse<br />
im tschechischen Brünn und<br />
eine medizin-technologische Fachmesse in<br />
Moskau auf dem Förderungsprogramm. Dazu<br />
Wirtschafts-Reisen nach Kasachstan, in die<br />
Ukraine, Lettland, Estland, Serbien, Kroatien,<br />
Mazedonien, Rumänien, Albanien und die<br />
Republik Moldau. Und im polnischen Krakau<br />
bemüht sich die Gesellschaft um neue Märkte<br />
für rheinland-pfälzische Weine.<br />
„Die Suche nach Geschäftspartnern ist<br />
durch besseres Datenmaterial in den letzten<br />
Jahren treffsicherer geworden. So finden von<br />
zehn Gesprächskontakten,“ weiß Strutz aus<br />
Erfahrung, „mittlerweile sieben ihre Fortsetzung“.<br />

man die neuen Handelspartner nicht nehmen.<br />
„Viele sind schon weiter als wir denken“. Zum<br />
Beleg führt er das große Wirtschaftswachstum<br />
im Osten und deren Umgang mit modernster<br />
Technologie an. „Mancherorts ist die Internet-<br />
Dichte schon jetzt größer als bei uns.“ Viel zu<br />
tun also gibt es für Strutz, den verheirateten<br />
Familienvater, der in Rheinhessen zuhause ist<br />
und die dortigen Weine schätzt. Das politische<br />
Ende als Staatssekretär ist für ihn zu einem<br />
wirklichen Neuanfang geworden.<br />
Last years elections for the state par -<br />
liament in Mainz weren’t really a reason<br />
to celebrate for Walter Strutz, state<br />
secretary at the economics ministry of<br />
Rhinland Palatinate. The social democrats<br />
had some many votes, that there was no<br />
more room for Strutz, a liberal. But the<br />
new government didn’t want to do with -<br />
out the experience of a whole decade,<br />
Strutz, a learned journalist had to offer.<br />
So they found a new position for the<br />
expert in economics. Now he is the director<br />
of the Centre for Middle and Eastern<br />
Europe, a GmbH financed by the state<br />
and the bank “Investitions- und Strukturbank”<br />
of Rhineland Palatinate. A centre<br />
supposed to become the nerve centre of<br />

the east-west communication in the<br />
south west of Germany.<br />
Walter Strutz knows how to establish contacts.<br />
He still has an office in the economics<br />
ministry of Mainz but most of the time you<br />
can find him at the airport Hahn.<br />
In building number 890 he takes care of<br />
boosting the collaborations between East and<br />
West. This includes the exchange of economic<br />
delegations, the organisation of joint conferences<br />
like the “Baltikum-Tag” last November.<br />
The Baltic states by the way had opened an<br />
information centre at the Hahn in 1997 already.<br />
Strutz confirms: ”It’s their experience, we<br />
use as ba baisis for further development.<br />
Today he is working closely together with<br />
specialists coming from many different countries.<br />
He is looking for new markets in the East<br />
to offer products from Rhineland Palatinate<br />
and helps companies from the east to establish<br />
contacts in the west. A number of states<br />
are subtenants in the Centre for Eastern and<br />
Western Europe, they all profit from the good<br />
flight connections offered at the airport.<br />
“11 destinations in central and eastern<br />
Europe can be reached via the Hahn.”, says<br />
the former state secretary for infrastructure.<br />
He is convinced that today he has more freedom<br />
without political restraints and as the<br />
director he is closer to economics than any<br />
government official. Some figures quickly proof<br />
the importance of his task. Rhineland Palatinate<br />
had exported goods for 35,5 million<br />
Euros in 2005 and two thirds of the volume<br />
had be generated on the eastern and central<br />
European markets. To maintain the good relationship<br />
a trade fair for mechanical engineering<br />
in Brünn, Czechia and a trade fair for<br />
medical technology in Moscow, Russia are<br />
financed by his development programme. But<br />
also business trips to Kazakhstan, Ukraine,<br />
Latvia, Estonia, Serbia, Croatia, Macedonia,<br />
Romany, Albany and the Moldavian Republik<br />
are scheduled. And in Krakow, Poland the<br />
society tries to find new markets for the vines<br />
from Rhinland Palatinate.<br />
“Looking for the right business partners<br />
became much easier in the last years thanks<br />
to better data. 7 out of 10 business contacts<br />
bear fruit today.”, states Strutz based on his<br />
experience. “But we should not underestimate<br />
our new trade partners. Many of them are<br />
already very well developed.” As a proof he<br />
mentions the economic growth in the east<br />
and their way of using modern technology. “In<br />
some places the accessibility of the internet is<br />
much more developed than here, at our<br />
place.” A lot to do for Mr. Strutz who is married<br />
with children, lives in Rhinehessen and<br />
appreciates the vines of his region. The end of<br />
his political career as a state secretary turned<br />
into a new beginning. With success.
