employment doctrine of the MAGTF and the availability and responsiveness of<br />

access to stocks of war reserve materiel (WRM), which is maintained in<br />

accordance with DOD policy.<br />

War Reserve Material (WRM) is defined as mission-essential principal end items,<br />

secondary items, and munitions required to attain operational objectives in the<br />

scenarios authorized for sustainability planning and other stockage objectives<br />

approved for programming in the Defense Planning Guidance. WRM inventories<br />

are acquired during peacetime. These inventories are flexible, and they provide an<br />

expansion capability that can respond to spectrum regional contingencies, while<br />

minimizing investment in resources.<br />

The <strong>Marine</strong> Corps attempts to satisfy the WRM requirement by first using<br />

peacetime operating stocks possessed by the <strong>Marine</strong> Corps or the DOD. To satisfy<br />

remaining requirements, the <strong>Marine</strong> Corps relies on the U.S. industrial base and<br />

host nation support. Finally, the <strong>Marine</strong> Corps stocks assets to meet WRM<br />

requirements only when other, less resource-intensive alternatives prove<br />

infeasible.<br />

MAGTFs will deploy with sustainment drawn from WRM stocks, which are<br />

inventories that are accumulated based on the war materiel requirement. These<br />

inventories may not exactly equal the war materiel requirement because of<br />

funding constraints. Figure 2-7 depicts the sourcing of war materiel in support of<br />

a MAGTF.<br />

Peacetime Force Materiel Stocks.<br />

Peacetime force materiel stocks are on-hand inventories that support dayto-day<br />

operational and training requirements of the operating forces and<br />

the <strong>Marine</strong> Corps Reserve.<br />

War Materiel Procurement Capability.<br />

War materiel procurement capability is the quantity of an item that can be<br />

ordered on D-day or after the day an operation commences. Sources can<br />

include industry or other available sources; e.g., host nations.<br />

War Reserve Materiel Stocks.<br />

WRM stocks consist of two portions: field and inventory control. WRM<br />

stocks (field) is the portion of the war reserve material stocks held by the<br />

operating forces. WRM stocks (inventory control point) is the portion of<br />

the WRM stocks held at the wholesale level at <strong>Marine</strong> Corps logistics<br />

bases or in the<br />
