Specific Responsibilities of the Chief of Staff<br />
Keeps the commander informed of current and developing<br />
situations.<br />
Receives the commander’s decisions and ensures staff takes<br />
appropriate actions to implement those decisions.<br />
Supervises the activities of the headquarters commandant<br />
(HQCOMDT) and the staff.<br />
Serves as chief information officer.<br />
Monitors the currency, accuracy, and status of commander’s<br />
critical information requirements (CCIRs).<br />
Directs and supervises the planning and execution process.<br />
Monitors the development of plans, orders, and instructions.<br />
Obtains the commander’s approval of and then promulgates plans,<br />
orders, and instructions.<br />
Monitors, with the assistance of the staff, the execution of plans,<br />
orders, and instructions.<br />
Determines liaison exchange requirements and<br />
receives liaison teams.<br />
Monitors staff discipline, morale, and combat readiness.<br />
Organizes, plans, and supervises staff training.<br />
Ensures proper coordination of staff activities internally, vertically<br />
(with higher headquarters and subordinate units), and horizontally<br />
(with adjacent units).<br />
Ensures proper staff support to subordinate commanders and staffs.<br />
Special Staff Officers under Staff Cognizance of the Chief of Staff<br />
Staff secretary.: The staff secretary is an administrative assistant to<br />
the C/S. The staff secretary is not a member of the general or<br />
special staff. The nature of his duties requires a close relationship<br />
with the officers of the general and special staffs.<br />
Security manager: The security manager is responsible for<br />
managing the command information and <strong>personnel</strong> security<br />
program, and operates under the staff cognizance of the C/S.<br />
Although the security manager is responsible for the coordination<br />
of the overall program, he may delegate individual duties; e.g., the<br />
adjutant may handle classified material control. Every staff will<br />
include a security manager, although the billet will often be an<br />
additional duty.<br />
Information management officer (IMO): The unit IMO is<br />
responsible for establishing the policy and procedures for<br />
information management within the command. The IMO operates<br />
under the staff cognizance of the C/S or executive officer. If an<br />
IMO is not designated, then this duty is the responsibility of the<br />
C/S or executive officer. In some cases, an IMO may be designated<br />
for each staff section when the volume of information is<br />
