113 Environmental Awareness<br />

All surfaces--deck, counters, bulkheads, and overheads--have been<br />

thoroughly cleaned of the spilled material.<br />

All compartments have been adequately ventilated as determined<br />

from analysis by the gas free engineer.<br />

All contaminated cleanup materials, including protective clothing,<br />

have been packaged, marked and handled as used HM.<br />

Follow-up Reports.<br />

The OOD/CDO shall submit to the HM coordinator a spill report for all on<br />

board spills. A copy of this report shall be filed by the safety officer and<br />

shall contain the following information:<br />

Date spill occurred.<br />

Spill location.<br />

Identity of spilled material.<br />

Cause of spill.<br />

Damage or injuries resulting from the spill.<br />

Response and cleanup measures taken.<br />

Any problems encountered.<br />

Method of disposing of contaminated material.<br />

Action taken to prevent the repeat of a similar spill.<br />

113.3 State the PPE required when handling HAZMAT/HAZWASTE.<br />

Discussion and Policy<br />

The best means of protecting <strong>personnel</strong> from hazard exposure in the workplace is<br />

to eliminate the hazard. When this is not possible, engineering controls shall be<br />

the method of choice to eliminate or minimize hazard exposure in the workplace.<br />

When neither of these methods can be employed, activities shall implement a<br />

personal protective equipment (PPE) program to reduce or eliminate <strong>personnel</strong><br />

exposure to hazards.<br />

It is Navy policy that activities provide, use and maintain PPE when competent<br />

authority determines that its use is necessary and that such use will lessen the<br />

likelihood of occupational injuries and/or illnesses. Activities shall provide<br />

necessary protective equipment where there is a reasonable probability that the<br />

use of the equipment will prevent or reduce the severity of injuries or illnesses.<br />

PPE procurement and enforcement of proper use and maintenance is the<br />

responsibility of the activity.<br />

Basic Program Requirements<br />

Each activity shall ensure that an assessment of all workplaces is conducted to<br />

determine if hazards are present that necessitate the use of PPE. If such hazards<br />

are present, or likely to be present, activities shall accomplish the following<br />

actions:<br />
