116 Tactical Measures<br />

116.2 Discuss the components of a five paragraphs operations order: Situation,<br />

Mission, Execution, Administration, Command (SMEAC).<br />

An Offensive Operations Order is prepared using the SMEAC format. It has five (5)<br />

paragraphs, and each address specific topic relevant to the mission. What does the<br />

acronym SMEAC stands for?<br />

• S - Situation<br />

• M - Mission<br />

• E - Execution<br />

• A - Administrative and logistics<br />

• C - Command and signals<br />

1. Situation:<br />

Enemy Forces<br />

Consists of the composition, disposition, location, movement, capabilities,<br />

and recent activities of enemy forces.<br />

Friendly Forces<br />

A statement of the mission of the next higher unit, location and mission of<br />

adjacent units, and the commander’s intent from two levels higher.<br />

Attachments and Detachments<br />

Units attached to or detached from the squad by higher headquarters,<br />

including the effective time of the attachment or detachment.<br />

2. Mission:<br />

A clear, concise statement of the task the squad must accomplish.<br />

3. Execution:<br />

Concept of Operations<br />

The concept of operation is the squad leader’s brief summary of the<br />

tactical plan the squad is to execute the commander’s intent.<br />

Subordinate Tasks (Missions)<br />

In in each succeeding paragraph missions are assigned to each fire team<br />

and any attached units.<br />
