intervals, changes to data in the TPFDD, including force structure, <strong>standard</strong><br />

reference files, and Services’ type unit characteristics files, are updated in Joint<br />

Operation Planning and Execution System (JOPES) to ensure currency of<br />

deployment data. TPFDD maintenance may also be used to update the TPFDD for<br />

Chairman of the Joint Chiefs of Staff or Joint Strategic Capabilities Plan<br />

submission in lieu of refinement during the JOPES plan development phase.<br />

For both global and regional operation plan development, the process consists of<br />

several discrete TPFDD that may be conducted sequentially or concurrently, in<br />

whole or in part. These phases are concept, plan development, and review. The<br />

plan development phase consists of several subphases: forces, logistics, and<br />

transportation, with shortfall identification associated with each phase. The plan<br />

development phases are collectively referred to as TPFDD refinement. The<br />

normal TPFDD refinement process consists of sequentially refining force, logistic<br />

(non-unit-related <strong>personnel</strong> and sustainment), and transportation data to develop a<br />

TPFDD file that supports a feasible and adequate overlapping of several<br />

refinement phases. The decision is made by the supported commander, unless<br />

otherwise directed by the Chairman of the Joint Chiefs of Staff. For global<br />

planning, refinement conferences are conducted by the Joint Staff in conjunction<br />

with US Transportation Command. TPFDD refinement is conducted in<br />

coordination with supported and supporting commanders, Services, the Joint<br />

Staff, and other supporting agencies. Commander in Chief, US Transportation<br />

Command, will normally host refinement conferences at the request of the Joint<br />

Staff or the supported commander.<br />

Another term related to the Time-Phased Force and Deployment Data List<br />

(TPFDL) is the Appendix 1 to Annex A of the operation plan. It identifies types<br />

and/or actual units required to support the operation plan and indicates origin and<br />

ports of debarkation or ocean area. It may also be generated as a computer listing<br />

from the time-phased force and deployment data.<br />

CONPLAN<br />

Joint Pub 1-02 defines concept plan — As an operation plan in concept format.<br />

Also called CONPLAN.<br />

CONPLAN—An operation plan in an abbreviated format that would require<br />

considerable expansion or alteration to convert it into an OPLAN or OPORD. A<br />

CONPLAN contains the CINC’s Strategic Concept and those annexes and<br />

appendixes deemed necessary by the combatant commander to complete<br />

planning. Generally, detailed support requirements are not calculated and TPFDD<br />

files are not prepared. Also called CONPLAN.<br />

CONPLAN with TPFDD— A CONPLAN with TPFDD is the same as a<br />

CONPLAN except that it requires more detailed planning for phased deployment<br />

of forces.<br />
