And the Message from the House of Delegates brought up by<br />

Maj' Gale and twenty three other Members of the House being<br />

taken into Consideration the Question was put by the Honble<br />

Presid' of the Board if such Bill as proposed should not be<br />

Enacted this Session whither It might not endanger the Peace<br />

and Welfare of this Province & tend to some Commotions and<br />

disturbance and It is unanimously resolved that unless some<br />

such Bill as proposed be Enacted this Session the happy peace<br />

of this Province may be very much Endangered a recent Instance<br />

whereof We have in the late Libells thrown about the Country<br />

The Honble Col Quary came and was added to this Board.<br />

And being acquainted with the resolve of the Board as above<br />

and asked his opinion is pleased to say that he cannot be of<br />

opinion any Act should be passed which may any wise Intrench<br />

upon her Majesty's Prerogative as he takes it the Bill proposed<br />

may, & that he only passing through the Province is almost a<br />

Stranger to what late Transactions have been in the Country<br />

tending to the Breach of the Peace But if the Presid' & Council<br />

have any apprehension of the Genl peace of the Province<br />

being Endangered in Case such an Act be not passed He does<br />

believe it advisable for them to Join with the Delegates therein p- 675<br />

L' Col Lowe & eleven other Members brought up from the<br />

House of Delegates a Bill for Regulating Proceedings at Law<br />

and preventing the Multiplicity of Actions in the Provincial<br />

Court of this Province and the following Message from their<br />

House<br />

The Bill herewith sent is by this House thought the only<br />

Expedient to redress the Aggrievances complained of and<br />

humbly offer the same to your Honours for your perusal and<br />

hope when you have fully considered the necessity thereof It
