elementary <strong>edu</strong>cation in England was not only tuition free but it is also<br />

compulsory for all the children who are within the age <strong>of</strong> 5 and 14 years.<br />

3.3.3 (b) Secondary School<br />

This school was designed for children who have already<br />

completed the elementary <strong>edu</strong>cation. It is designed for children whose<br />

parents are rich enough to pay the school fees. Unlike elementary<br />

<strong>edu</strong>cation, it is not compulsory at all. Secondary <strong>edu</strong>cation after<br />

graduation <strong>of</strong>fers the products clerical jobs among others.<br />

3.3.4 (c) Preparatory and Public Schools<br />

These schools were very expensive and were meant for children <strong>of</strong><br />

the upper class (the Aristocrats). These preparatory and public schools<br />

gave birth to the establishment <strong>of</strong> both the <strong>University</strong> <strong>of</strong> Oxford and the<br />

Cambridge <strong>University</strong>.<br />

Types <strong>of</strong> Schools in England<br />

The following types <strong>of</strong> schools are in existence in England.<br />

3.3.5 (a) Nursery Education<br />

A nursery school is school designed for children aged 3-5 years.<br />

Nursery school also serves as a temporary home for the children whose<br />

parents are working. Nursery <strong>edu</strong>cation can be dated back to 1850,<br />

through the efforts <strong>of</strong> Friedrich Frobel as well as Maria Montessori.<br />

It should be noted that day-nurseries where the children <strong>of</strong><br />

working parents are kept are not the same thing as nursery school. The<br />

reason is that, real nursery <strong>edu</strong>cation is for the children aged 3-5 years<br />

and it is also part <strong>of</strong> the school system. It is tuition free. The Hadow<br />

Report <strong>of</strong> 1933 and Plowden report <strong>of</strong> 1967 greatly enhanced the<br />

development and improvement <strong>of</strong> nursery <strong>edu</strong>cation in England.<br />

3.3.6 Primary Education<br />

The Balfour-Morant Act <strong>of</strong> 1904 gave the following as the<br />

objectives <strong>of</strong> primary <strong>edu</strong>cation in England.]<br />

(a) Recognising the child from 7-11 is a total being whose character,<br />

intelligence as well as physical abilities are moulded and<br />
