(c) The third or the last <strong>edu</strong>cation cycle includes the Grandes Ecoles<br />

d' Application. This category <strong>of</strong> <strong>edu</strong>cation cycle prepares the<br />

students not only for aggregation but also for the research work.<br />

3.5.6 Teacher Education<br />

In the area <strong>of</strong> teacher training, the primary school teachers received<br />

their pr<strong>of</strong>essional training in Ecoles Normales after passing the<br />

examination for the Brevet Elementaire at the age <strong>of</strong> 16 years. In this<br />

training Institution, they will spend three (3) years after which they will<br />

be awarded the Brevet Superieure. With this award, the trainees will be<br />

given a temporary teaching appointment as primary school teachers.<br />

After the probationary period, if the temporary appointees are found to<br />

be appointable, their temporary appointment will be confirmed and they<br />

will subsequently become permanent.<br />

On the other hand, the secondary school teachers are expected to<br />

pass the Baccalaureate and are also expected to have pr<strong>of</strong>essional<br />

training from the universities (the teaching licence). This will give them<br />

the opportunity to be given a temporary appointment to teach their<br />

subject <strong>of</strong> specialization. For any temporary appointee who wants his<br />

appointment to be confirmed or to become a permanent one, needs to<br />

have an additional qualification <strong>of</strong> aggregation among other things. It<br />

should be noted that this aggregation is made highly competitive by the<br />

state so that the number <strong>of</strong> the successful candidates will tally with the<br />

available vacancies in the secondary schools. Also, the two categories <strong>of</strong><br />

teachers have different conditions <strong>of</strong> service as well as different<br />

pr<strong>of</strong>essional training. Since they have different conditions <strong>of</strong> service and<br />

different licence, it is not possible for them to interchange. By<br />

implication, teachers serving in a private school cannot transfer their<br />

service to a state school. This is not good enough for teaching pr<strong>of</strong>ession.<br />

This unit discusses the background, levels <strong>of</strong> <strong>edu</strong>cation, <strong>edu</strong>cation<br />

administration as well as financing <strong>of</strong> <strong>edu</strong>cation in France.<br />
