To crown it all, an open <strong>University</strong> was founded between 1960 and<br />
1970 to provide better <strong>edu</strong>cation for both the Adults as well as the<br />
workers. With the open <strong>University</strong> <strong>edu</strong>cation, workers in particular,<br />
were able to improve their working condition even though such <strong>Open</strong><br />
<strong>University</strong> <strong>edu</strong>cation was not tuition free.<br />
3.3.11 <strong>University</strong> Education in England<br />
Higher institutions in both England and Wales include: the<br />
Universities, colleges <strong>of</strong> <strong>edu</strong>cation as well as the polytechnics. The most<br />
popular universities are the Oxford <strong>University</strong> founded in 1185 and<br />
Cambridge <strong>University</strong> in 1230. The two oldest universities were<br />
founded by the Church <strong>of</strong> England.<br />
In order to break the monopoly <strong>of</strong> both the Oxford <strong>University</strong> and<br />
the <strong>University</strong> <strong>of</strong> Cambridge, London <strong>University</strong> was established in<br />
1828. School fees are being charged by the universities with which the<br />
universities are being financed in addition to financial aid from the<br />
public. Each university is autonomous in respect <strong>of</strong> admission,<br />
examination and award <strong>of</strong> degrees among others.<br />
3.3.12 Administration <strong>of</strong> Education in England<br />
The Education Minister is always appointed by the prime<br />
Minister. The Minister has Permanent Secretaries to help him in<br />
carrying out his <strong>of</strong>ficial duties. The Minister is the controller as well as<br />
the Director <strong>of</strong> Education Board. He has the power to organize the<br />
schools at any time. The Local Education Authorities are elected bodies<br />
for the purpose <strong>of</strong> controlling schools under them. They also have<br />
voluntary schools under them. They employed teachers and pay their<br />
salaries as well.<br />
Each school has the power to select the textbooks for the use <strong>of</strong> its<br />
pupils. However, unlike primary and secondary schools, higher<br />
institutions are not under control <strong>of</strong> the Ministry <strong>of</strong> Education.<br />
3.3.13 Financing <strong>of</strong> Education<br />
Money is always voted for the Ministry <strong>of</strong> Education from the<br />
national revenue by the parliament. The Minister <strong>of</strong> Education will also<br />
disburse part <strong>of</strong> the money inform <strong>of</strong> grants to local Education<br />
