are women. Also, for general supervision <strong>of</strong> teaching, there are special<br />
inspectors <strong>of</strong> national <strong>edu</strong>cation who are not only specialists in different<br />
subjects but also supervise their different subjects in the whole country.<br />
Each level <strong>of</strong> Education such as primary, secondary, technical and<br />
higher institutions is being controlled by a directorate <strong>of</strong> such a Level <strong>of</strong><br />
<strong>edu</strong>cation particularly in the areas <strong>of</strong> supervision <strong>of</strong> teaching, staff<br />
among others.<br />
3.5.4 Financing <strong>of</strong> Education<br />
In the area <strong>of</strong> <strong>edu</strong>cational finance as it affects secondary, technical<br />
as well as higher <strong>edu</strong>cation, the state is responsible for the lion share <strong>of</strong><br />
the expenditure while the remaining comes from school fees paid by the<br />
students and private sources. Also, members <strong>of</strong> the universities<br />
academic staff who are also civil servants receive their salaries from the<br />
budget <strong>of</strong> the Ministry <strong>of</strong> <strong>National</strong> Education. For primary <strong>edu</strong>cation,<br />
about 30 per cent <strong>of</strong> its expenses is catered for by the local authorities.<br />
The teachers' salaries are paid by the state and they are all regarded as<br />
civil servants. Also, both the communes as well as the municipalities are<br />
jointly responsible for the school buildings, electricity, teacher’s<br />
accommodation, the teaching equipment among others. The private<br />
schools on the other hand, charge school fees which they use for the<br />
maintenance <strong>of</strong> their schools.<br />
The Rectors <strong>of</strong> universities appointed by the Education Ministers<br />
still remain the rectors <strong>of</strong> the academics. The pr<strong>of</strong>essors <strong>of</strong> the university<br />
are always appointed by the Education Minister and such appointment<br />
is based on the recommendation <strong>of</strong> the faculties.<br />
3.5.5 Types <strong>of</strong> Education<br />
However, the new <strong>edu</strong>cation plan in France divides higher<br />
<strong>edu</strong>cation into three (3) different stages. The stages are:<br />
(a) The first <strong>edu</strong>cation cycle (18 - 20) which is designed for learned<br />
pr<strong>of</strong>essions and <strong>of</strong> technical, normal schools training teachers as<br />
well as technicians <strong>of</strong> intermediate grades.<br />
(b) The second <strong>edu</strong>cation cycle (aged 20 - 22) is for the purpose <strong>of</strong><br />
preparing students for the first degrees.<br />
