teachers, and emergency teacher training colleges are paid small monthly<br />

allowance and provided free tuition, room, board, clothing and books.<br />

The technical school "the Afghan Institute <strong>of</strong> Technology" (grades 10<br />

through 13) is designed to train technicians. The technical school involves<br />

the mechanics and mathematics. By 1966, there were 42 vocational schools<br />

with 13,201 students in Afghanistan.<br />

3.8.6 Post Secondary Education in Afghanistan<br />

There is the institute <strong>of</strong> industrial management to further commercial<br />

training, which provides a 3 year programme for students after the<br />

completion <strong>of</strong> grade 12 <strong>of</strong> the commercial Lycee.<br />

The institute trains students for managerial positions in industry,<br />

banks and public administration.<br />

Kabul university was established in 1946 while its first faculty, was<br />

that <strong>of</strong> medicine. The university is composed <strong>of</strong> the following faculties:<br />

Islamic Law/ Letters, Law and Political Sciences, Economics, Sciences,<br />

Medicine, Pharmacy, Education (closely associated with the Institute <strong>of</strong><br />

Education), Agriculture and Engineering. The Polytechnic Institute is also<br />

part <strong>of</strong> the <strong>University</strong>. There is co-<strong>edu</strong>cation in all the faculties except<br />

engineering and Islamic law.<br />

In 1963, a college <strong>of</strong> Medicine was formally established in Jalalabab.<br />

A six-year course beyond grade 12 is required for the M.D. degree<br />

M.B.B.S).<br />

Another post secondary institution, the academy <strong>of</strong> Teacher Training<br />

was also established in 1964, the colleges serves as a demonstration school<br />

for teacher <strong>edu</strong>cation trainees who are university graduates with one year<br />

teaching and guiding the DMA students. These teacher <strong>edu</strong>cation students<br />

learn how to direct and supervise the DMA students preparing to become<br />

teachers.<br />

3.8.7 Adult Education<br />

This is established by the Ministry <strong>of</strong> Education and it is designed for<br />

workers, so it takes place after daily's work.<br />

3.8.8 Administrative Organization<br />

Under Article 34 <strong>of</strong> the Afghan constitution adopted in 1964, it is<br />

government's responsibility to prepare and implement a universal<br />
