The negro Education Grant was stopped in 1845 as a result <strong>of</strong><br />
which the colonial legislatures were saddled with the responsibility <strong>of</strong><br />
providing <strong>edu</strong>cation for the people in the country. This change in the<br />
provision <strong>of</strong> <strong>edu</strong>cation led the legislatures to give preference to<br />
industrial <strong>edu</strong>cation. By 1850, perhaps the first Government Normal<br />
School <strong>of</strong> Industry was founded.<br />
The <strong>of</strong>fice <strong>of</strong> superintendent <strong>of</strong> schools as well as <strong>edu</strong>cation<br />
department was set up after Jamaica had become a Crown colony in<br />
1866. It was this department that saw to the efficiency <strong>of</strong> <strong>edu</strong>cation<br />
through supervision and collection <strong>of</strong> school fees. Based on the<br />
recommendation made by the Royal Commission <strong>of</strong> 1885, an <strong>edu</strong>cation<br />
board was set up in 1892 with the representatives <strong>of</strong> the religious<br />
organizations as members <strong>of</strong> the board as well as Education<br />
Superintendent as the Ex-<strong>of</strong>ficio chairman. Managers were the local<br />
administrators <strong>of</strong> school since majority <strong>of</strong> such managers were the<br />
proprietors <strong>of</strong> schools.<br />
In order to involve the Jamaica's local people in the <strong>edu</strong>cational<br />
administration, fourteen parish school boards were founded in the year<br />
1914. The members’ appointment was done by the governor on the basis<br />
<strong>of</strong> the recommendations made by the schools' managers as well as<br />
another local government body. Also, twenty-one district school boards<br />
were appointed based on the recommendation made by the parish<br />
school boards.<br />
However, after the reorganization <strong>of</strong> the school board as a result <strong>of</strong><br />
the recommendations made by the legislative committee <strong>of</strong> 1926, the<br />
following were to see to the improvement <strong>of</strong> <strong>edu</strong>cation department.<br />
(a) Director <strong>of</strong> Education<br />
(b) Deputy Director <strong>of</strong> Education<br />
(c) 3 Chief Inspectors <strong>of</strong> Education<br />
(d) Inspectors <strong>of</strong> Education and<br />
(e) Assistant Inspectors <strong>of</strong> Education<br />
3.6.3 Stages <strong>of</strong> Education<br />
The system <strong>of</strong> <strong>edu</strong>cation in Jamaica was a resemblance <strong>of</strong> the<br />
