Approval of Design Plans Prepared by DPWH Consultants
To expedite the implementation of infrastructure projects and to delineate the responsibility
of Design Consultants in the event of failure of facilities and/or significant changes during
construction due to faulty design, final plans prepared by Consultants will no longer be
subjected to detailed review by the Bureau of Design and approval by the Secretary or
Undersecretary concerned.
Henceforth, the following guidelines shall be observed in the preparation and review of
design plans by Consultants:
1. The design criteria and specifications shall be in accordance with the DPWH Design
Guidelines, Criteria and Standards. The Consultants shall seek approval of the Bureau of
Design (BOD) for any deviation/modification thereof.
2. Preliminary plans, design reports and cost estimates shall be submitted to the BOD, thru
the DPWH Implementing Office, for review of the design concepts of the proposed structures/
facilities. Final plans shall be prepared by the Consultants after considering the comments of
BOD. The plans shall incorporate the BOD comments.
3. The final plans should indicate on each sheet the full name, signature, field of expertise
and, if required, the PRC registration number and seal of the corresponding designer of the
