3.1 Port Communities - That segment of society who lives within the port zone limits and
normally derive their livelihood from the various commercial activities in the ports.
3.2 Poor or Marginalized Sector of Society - Those who are living below the poverty line/level
and cannot afford to provide for themselves and for their families the basic necessities in
life.
3.3 Pro-Poor Program/s and Social Amelioration Project/s (PPA-SAP) - This refers to a set
or sets of activities which aim to improve the standard of living of the marginalized sector
of society, particularly those living within the port communities.
3.4 Skills and Livelihood Training - The conduct of special courses to introduce new skills or
to upgrade certain skills in order to provide the participants/trainees with the necessary
qualifications for certain livelihood opportunities and gainful employment.
4. GENERAL GUIDELINES
4.1 Pro-Poor Program and Social Amelioration Projects (PPA-SAP)
4.1.1 The PPA-SAP shall cover, among others, the following areas of concern:
a) Poverty alleviation
b) Practical skills and livelihood training
c) Health and sanitation services
d) Responsible parenthood and values formation
e) Other PPA-SAP which are suited and applicable to the community with particular
attention to children
4.1.2 All Port Management Offices (PMOs) shall submit thru their respective Port District
Offices (PDOS) their PPA-SAP with the corresponding budgetary requirements, in
accordance with the following schedule.
a) For the last quarter of CY-2001, within fifteen (15) days from date of issuance
hereof.
b) For succeeding years, it shall be included in the submission of the PMOs
regular plans and budget.
4.2 Budgetary Allocation
4.2.1 The budgetary requirements for pro-poor programs under E.O. No. 27 of Head
Office and the PDOs/PMOs from the time of the issuance of E.O. No. 27 up to the end of
2001 shall be charged to the GAD approved budget for 2001.
4.2.2 To properly determine the supplemental budget requirement for each PMO covering
CY-2002, all PMOs shall conduct a profile survey of the informal settlers living within the
port community (Survey Form in ANNEX ìAî)*. The PMOs shall submit thru their respective
PDOs to the Office of the Assistant General Manager for Finance and Administration
(OAGM-FA) within fifteen (15) days from issuance of this guidelines a Consolidated
Statistical Report using the format in ANNEX ìBî* hereof.
