4.2.3 The profile survey shall be updated yearly or as needed.
4.2.4 Each PMO shall also conduct a survey as to the various practical skills and livelihood
training needs of informal settlers within its area of jurisdiction, e.g. cosmetology,
dressmaking, food processing, reflexology, welding, etc. and other forms of assistance
e.g. health services (medical, dental, mass immunization, etc.), educational facilities,
sanitation and other similar needs.
4.3 Special Task Force
4.3.1 Each PDO shall officially create a Special Task Force (STF) for each of the PMOs
within its jurisdiction to attend to the needs and other concerns of said special undertaking,
and to ensure its systematic and efficient operation and management.
4.3.2 The STF shall be responsible, among others, for the following:
a) Preparation of the PPA-SAP for the PMO
b) Determination of budgetary requirements for PPA-SAP
c) Conduct of Profile Survey and the preparation of Consolidated Statistical Report
d) Preparation of PPA-SAP quarterly reports and other reports which may be
required by Management
4.4 Assistance in the Sourcing of Funds
The PDOs/PMOs thru their respective Special Task Forces shall assist trainees of
practical skills and livelihood training courses in the sourcing of funds thru Non-Governmental
Organizations (NGOs) or private entities which may have the capability and willingness to
provide start-up capital to said trainees.
4.5 Assistance in the Organization of Cooperatives
As an integral part of PPA-SAP under the auspices of Gender and Development, the
trainees shall be organized into cooperatives by PDOs/PMOs concerned.
4.6 Reporting System
4.4.1 All PMOs shall submit thru their respective PDOs a quarterly report of PPA-SAP
activities conducted, cost incurred, problem/s encountered, other pertinent issues/concerns
and suggested/recommended solutions using the format in ANNEX ìCî*. The quarterly
report shall be submitted within ten (10) days after the end of the quarter.
5. EFFECTIVITY
This Memorandum Circular takes effect immediately and shall remain in force coterminus
with Executive Order No. 27.
