3.1.11 Hold by customs and other authorities, provided, the cause is attributable to shipping
lines;
3.1.12 Vessel shifting berth, provided, there will be no charge if shifting is for the convenience
of the terminal operator;
3.1.13 Waiting for consigneeís transport which is applicable only in case of direct delivery.
4. EFFECTIVITY
This Order shall take effect November 15, 2001.

Implementing Rules and Regulations for
Executive Order No. 27, dated 31 July 2001
Pursuant to Section 4 of Executive Order No. 27, dated 31 July 2001, entitled ìAuthorizing
the Philippine Ports Authority to Implement Pro-Poor Programs Within the Port Communities,
Nationwide,î the following guidelines are hereby issued for the guidance and compliance of
all concerned.
1. OBJECTIVES
1.1 To ensure that the policy of the Administrator to provide proper assistance to the
marginalized sector of our society, particularly those living in the port communities
nationwide, is fully and properly implemented.
1.2 To implement pro-poor and social amelioration projects, programs and activities for
informal settlers living within the port communities nationwide.
1.3 To uplift and improve the skills and livelihood opportunities of the informal settlers living
within the port communities through the conduct of various practical skills training.
2. SCOPE
This guidelines shall cover the marginalized sector of society, particularly those living
within the port communities and PPA relocation sites.
