It shall be strictly understood that the development of the area as a socialized housing
project shall be pursued without obstructing the on-going clearing project being undertaken
by the Department of Public Works and Highways (DPWH) along Estero de Valencia and
subject to compliance with the pertinent provisions of the Sanitation Code (P.D. 856) and its
implementing rules and regulations.
SEC. 2. Pricing and Payment Scheme and Beneficiary Guidelines. The qualifications
of beneficiaries, proposed lot pricing, payment scheme, and beneficiary guidelines and
other conditions shall be established, evaluated and implemented by an Executive Committee
composed of the GSIS, as chair, with the following as members: Housing and Urban
Development Coordinating Council (HUDCC), Presidential Adviser for Special Concerns,
Presidential Commission for the Urban Poor (PCUP) and Non-Government Organizations
(NGO) as may be identified by the chair. The Committee shall ensure that a fair pricing and
payment scheme for the beneficiaries shall be instituted.
SEC. 3. Separability Clause. In the event that any provision hereof is declared invalid
by any competent court or tribunal, the other provisions hereof unaffected thereby shall
remain in full force and effect.
SEC. 4. Effectivity. This Executive Order shall take effect immediately.

Transferring to the Department of Public Works and Highways
the Oversight Functions on the Presidentís Bridge Program
WHEREAS, Memorandum Order (M.O.) No. 234, s. of 1994, as amended established
the Oversight Committee on the Presidentís Bridge Program (PBP) to serve as the policy
coordinating body for the implementation of the program;
WHEREAS, owing to the need to reduce special project committees and in order to
establish clear lines of accountability, the Oversight Committee on the PBP was abolished
and its primary functions transferred to the Executive Secretary pursuant to M.O. No. 26, s.
of 2001 as amended;
WHEREAS, the oversight functions on the PBP involve technical matters which are
within the DPWHís area of expertise;
