and o<strong>the</strong>r government instrumentalities, medallions, awards and o<strong>the</strong>r forms and devices<br />

<strong>of</strong> national recognition, and strict enforcement <strong>the</strong>re<strong>of</strong>;<br />

e. Formulate and devise appropriate legal procedures, assistance and coordinating systems<br />

for cases arising from <strong>the</strong> violations <strong>of</strong> R.A. No. 8491, including appropriate integration <strong>of</strong><br />

this law into <strong>the</strong> Shariía Courts; and<br />

f. Perform o<strong>the</strong>r related functions required to achieve <strong>the</strong> objectives <strong>of</strong> R.A. No. 8491 and<br />

<strong>the</strong>se Rules.<br />

Section 7. Definition <strong>of</strong> Terms ñ Whenever used in <strong>the</strong>se Rules, <strong>the</strong> term:<br />

a. ìMilitaryî shall mean all branches <strong>of</strong> <strong>the</strong> Armed Forces <strong>of</strong> <strong>the</strong> <strong>Philippines</strong> including <strong>the</strong><br />

Philippine National Police, <strong>the</strong> Bureau <strong>of</strong> Jail Management and Penology, and <strong>the</strong> Bureau<br />

<strong>of</strong> Fire Protection;<br />

b. ìFestoonî shall mean to hang in a curved shape between two points as a decoration;<br />

c. ìNational Flagî shall mean <strong>the</strong> National Flag and Ensign <strong>of</strong> <strong>the</strong> <strong>Philippines</strong>, unless stated<br />

o<strong>the</strong>rwise, used on land and sea by public, private and <strong>the</strong> military and shall refer to <strong>the</strong><br />

flag or any o<strong>the</strong>r design that so resembles it as likely to cause any person to believe that it<br />

is <strong>the</strong> flag or design stated, expressed or provided in <strong>the</strong> Constitution <strong>of</strong> <strong>the</strong> <strong>Philippines</strong>,<br />

R.A. No. 8491 and <strong>the</strong>se Rules;<br />

d. ìFlyî shall mean <strong>the</strong> part <strong>of</strong> <strong>the</strong> flag outside <strong>the</strong> hoist or length;<br />

e. ìHoistî shall mean <strong>the</strong> sleeve or heading; part <strong>of</strong> <strong>the</strong> flag nearest <strong>the</strong> staff or <strong>the</strong> canvass<br />

to which <strong>the</strong> halyard is attached;<br />

f. ìSymbolî shall mean any conventional sign which reveals manís achievement and heroism<br />

(for orders and decorations), identification, authority and a sign <strong>of</strong> dignity (for coat-<strong>of</strong>arms,<br />

logo and insignia);<br />

g. ìHalf-mastî shall mean lowering <strong>the</strong> flag to one-half <strong>the</strong> distance between <strong>the</strong> top and<br />

bottom <strong>of</strong> <strong>the</strong> pole;<br />

h. ìHalyardî shall mean <strong>the</strong> long rope where <strong>the</strong> flag fastens and which runs up <strong>the</strong> length <strong>of</strong><br />

<strong>the</strong> flag pole;<br />

i. ìInclement Wea<strong>the</strong>rî shall mean that a typhoon signal is raised in <strong>the</strong> locality;<br />

j. ìNational An<strong>the</strong>mî shall mean <strong>the</strong> ìLupang Hinirangî, <strong>the</strong> Philippine National An<strong>the</strong>m;<br />

k. ìOfficial Residencesî shall mean MalacaÒang, and o<strong>the</strong>r government-owned structures<br />

where <strong>the</strong> President resides, and o<strong>the</strong>r structures occupied by <strong>the</strong> Philippine Consulate<br />

or Embassies abroad;<br />

l. ìPlaces <strong>of</strong> Frivolityî shall mean places <strong>of</strong> hilarity marked by or providing boisterous<br />

merriment or recreation;
