In line with <strong>the</strong> drive to promote locally made products through <strong>the</strong> ìBuy-Filipinoî Program,<br />

to boost <strong>the</strong> local textile and garment manufacturing industry and generate jobs for Filipinos,<br />

and upon <strong>the</strong> recommendation <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Labor and Employment (DOLE), all<br />

heads <strong>of</strong> national and local Government agencies, Government-Owned and Controlled<br />

Corporations, Government Financial Institutions and o<strong>the</strong>r government instrumentalities,<br />

including public schools, military and police units, are hereby directed to use local fabrics,<br />

knitted or woven from locally manufactured yarns, for <strong>the</strong> uniform <strong>of</strong> <strong>the</strong>ir employees and for<br />

o<strong>the</strong>r clothing and textile requirements <strong>of</strong> <strong>the</strong>ir respective agencies: Provided, however, That<br />

<strong>the</strong> use <strong>of</strong> imported fabrics may be allowed only where no local fabric <strong>of</strong> <strong>the</strong> desired quality<br />

or standard is available in <strong>the</strong> market at competitive prices.<br />

The DOLE and <strong>the</strong> Department <strong>of</strong> Trade and Industry shall issue <strong>the</strong> Implementing<br />

Guidelines for this Memorandum Circular within thirty (30) days from <strong>the</strong> date <strong>of</strong> issuance <strong>of</strong><br />

this Memorandum Circular.<br />

Administrative Order No. 31<br />

Imposing <strong>the</strong> Penalty <strong>of</strong> Six Months Suspension on<br />

Liberty C. Tupaz, Regional Director, Technical Education<br />

and Skills Development Authority (TESDA) Region IX<br />

This refers to <strong>the</strong> administrative case against Liberty C. Tupaz , Regional Director,<br />

Technical Education and Skills Development Authority (TESDA) Region IX, for violation <strong>of</strong><br />

<strong>the</strong> General Appropriations Act and o<strong>the</strong>r related laws.<br />

The findings and recommendation <strong>of</strong> <strong>the</strong> <strong>the</strong>n Presidential Commission Against Graft<br />

and Corruption (PCAGC), as embodied in its Resolution dated April 17, 2001, are quoted as<br />

follows:<br />

ìOn October 10, 1999 and November 10, 1999, this Commission issued a<br />

subpoena ad testificandum and duces tecum requiring <strong>the</strong> State Auditor <strong>of</strong> TESDA<br />

Region IX to submit to this Commission some pertinent documents relative to <strong>the</strong><br />

alleged violation <strong>of</strong> <strong>the</strong> respondent. (pp. 17 and 18, Records)<br />

ìUpon evaluation <strong>of</strong> <strong>the</strong> documents thus submitted, it was found that <strong>the</strong>re was<br />

sufficient evidence to commence an administrative investigation, hence, this<br />

Commission pursuant to its powers under Executive Order No. 151, as amended,<br />

issued on January 17, 2000, an order requiring <strong>the</strong> respondent to submit her
