Reports action of German military authorities in demanding<br />

lists of unemployed Belgians.<br />

Informs him, if he should deem it advisable, he may draw<br />

to Foreign Minister's attention, informally and orally,<br />

the action of German military authorities in Belgium.<br />

States he has brought, informally and orally, to attention<br />

of Under Secretary of State for Foreign Affairs question<br />

of Belgian laborers.<br />

Reports ne sought a further interview with the German<br />

Under Secretary for Foreign Affairs regarding the enforcement<br />

of labor on Belgian citizens and pointed out<br />

that this action, as it involved a definite breach of international<br />

law, would make a very bad impression abroad.<br />

Chancellor in regard to Belgian deportations and point<br />

out the unfortunate impression which would be created<br />

by the proposed policy in neutral countries.<br />

Instructs nim to obtain an interview with the German<br />

Chancellor and repeat that the United States Government<br />

has learned of Germany's intention to deport from<br />

Belgium a portion of the civilian population for the purpose<br />

of forcing them to labor in Germany and is constrained<br />

to protest in a friendly spirit, but most solemnly,<br />

against this action.<br />

states that a number of the deported Belgian workmen<br />

had been returned to Belgium.<br />
