Foreword<br />
Over the past three years, the Internati<strong>on</strong>al Organizati<strong>on</strong> for <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g><br />
(<strong>IOM</strong>) has prepared <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>s for 32 countries in different parts of<br />
world, including Eastern Europe, the Black Sea regi<strong>on</strong>, South America and Africa.<br />
<str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>s were first proposed by the European Commissi<strong>on</strong> in<br />
the Communicati<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> and Development in 2005. According to<br />
this document, <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>s should be statistical reports that provide<br />
informati<strong>on</strong> <strong>on</strong> a range of issues related to migrati<strong>on</strong> in the European Uni<strong>on</strong>’s<br />
partner countries and be c<strong>on</strong>sidered as a tool for the European Commissi<strong>on</strong> to<br />
provide informati<strong>on</strong> to community-assistance programmes for third countries in<br />
the field of migrati<strong>on</strong>, as well as poverty-reducti<strong>on</strong> strategies.<br />
In western and Central Africa, <strong>IOM</strong> takes the original <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g><br />
c<strong>on</strong>cept further. In the <strong>IOM</strong> <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> in West and Central Africa: Nati<strong>on</strong>al<br />
<str<strong>on</strong>g>Profile</str<strong>on</strong>g>s for Strategic Policy Development project, <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>s are<br />
c<strong>on</strong>ceived as being more than just statistical reports: they are also intended to<br />
be government-owned tools for facilitating policy development.<br />
The main objective of this research and capacity-building project is to<br />
enhance the governmental capacities of ten target countries in West and Central<br />
Africa to promote a coherent and proactive policy approach to migrati<strong>on</strong> by<br />
developing nati<strong>on</strong>al <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>s as a framework for data collecti<strong>on</strong> and<br />
analysis in support of strategic policy planning at the nati<strong>on</strong>al and regi<strong>on</strong>al levels.<br />
With the financial support of the European Commissi<strong>on</strong>, the Swiss Federal Office<br />
for <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> and the Belgian Development Cooperati<strong>on</strong>, <strong>IOM</strong> is implementing<br />
this project in the Democratic Republic of the C<strong>on</strong>go, Côte d’Ivoire, Ghana,<br />
Mali, Mauritania, Niger, <strong>Nigeria</strong> and Senegal, while <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>s are also<br />
prepared in Cape Verde and Camero<strong>on</strong>.<br />
The nati<strong>on</strong>al <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>s are a key result of this project. They bring<br />
together existing informati<strong>on</strong> from different sources in a structured manner and<br />
provide a comprehensive overview of key internati<strong>on</strong>al migrati<strong>on</strong> and socioec<strong>on</strong>omic<br />
development trends in the target countries. They also identify data<br />
gaps and potential strategies to improve data collecti<strong>on</strong> for policy planning<br />
purposes.<br />
It is important to note that the preparati<strong>on</strong> of these nati<strong>on</strong>al <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g><br />
<str<strong>on</strong>g>Profile</str<strong>on</strong>g>s went bey<strong>on</strong>d mere informati<strong>on</strong> collecti<strong>on</strong>. Data and informati<strong>on</strong><br />
relevant to migrati<strong>on</strong> are often stored in many different locati<strong>on</strong>s, both inside<br />
and outside governmental structures. Each target country therefore established<br />
<str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> in <strong>Nigeria</strong>: A Country <str<strong>on</strong>g>Profile</str<strong>on</strong>g> 2009<br />
