also highly skilled migrants in sectors such as science and technology and in<br />

professi<strong>on</strong>al categories such as management. Labour market shortages often<br />

arise from an under-funded <strong>Nigeria</strong>n educati<strong>on</strong> system that fails to produce and<br />

retain the human capital needed to fill these shortages. The number of <strong>Nigeria</strong>n<br />

students who prefer to study abroad has dramatically increased in recent years,<br />

with many of these students becoming permanent emigrants. According to<br />

census-based data in receiving countries, a substantial proporti<strong>on</strong> of the highly<br />

skilled pers<strong>on</strong>s who were trained in <strong>Nigeria</strong> work abroad. This high emigrati<strong>on</strong><br />

rate am<strong>on</strong>g the highly skilled, especially in the medical sector, can potentially have<br />

negative implicati<strong>on</strong>s for the ec<strong>on</strong>omy and public services. Efforts to promote<br />

greater engagement of the diaspora in development needs to take account<br />

of the fact that <strong>Nigeria</strong>ns migrate to an increasingly diverse set of destinati<strong>on</strong><br />

countries. Besides going to the United Kingdom and the United States, <strong>Nigeria</strong>ns<br />

also emigrate to Australia, Greece, Japan, New Zealand, Portugal and Spain.<br />

Most of the <strong>Nigeria</strong>n migrants (61%), however, stay within the regi<strong>on</strong>.<br />

The complex migrati<strong>on</strong> patterns involved require a coherent and<br />

comprehensive approach to migrati<strong>on</strong>. Part E described the present form<br />

of migrati<strong>on</strong> management in the country and provided insights into how this<br />

management could be made more effective. A brief descripti<strong>on</strong> of the key<br />

instituti<strong>on</strong>al actors revealed that different instituti<strong>on</strong>s handle different aspects of<br />

the management of migrants, data and informati<strong>on</strong> in and outside the country.<br />

Part F dealt with the coordinati<strong>on</strong> of the diverse activities of the key<br />

instituti<strong>on</strong>s, which is paramount to the effective implementati<strong>on</strong> of a nati<strong>on</strong>al<br />

policy <strong>on</strong> migrati<strong>on</strong>. The built-in provisi<strong>on</strong> for a central agency or commissi<strong>on</strong><br />

resp<strong>on</strong>sible for the draft nati<strong>on</strong>al policy <strong>on</strong> migrati<strong>on</strong> for <strong>Nigeria</strong> is an indicati<strong>on</strong> of<br />

the implementati<strong>on</strong> of proper policy coordinati<strong>on</strong>. Both the positive and negative<br />

elements of the nati<strong>on</strong>al migrati<strong>on</strong> policy were examined. Ways of improving <strong>on</strong><br />

and benefiting from migrati<strong>on</strong> management include harnessing the potential of<br />

the <strong>Nigeria</strong>n diaspora and encouraging regi<strong>on</strong>al and internati<strong>on</strong>al cooperati<strong>on</strong> <strong>on</strong><br />

regulating trafficking in pers<strong>on</strong>s. Therefore, the framework correlated effective<br />

migrati<strong>on</strong> with efficient management, thus clearly emphasizing the cross-cutting<br />

nature of migrati<strong>on</strong> matters and the need for pooling resources for the good<br />

of all: the migrants, the destinati<strong>on</strong> countries and the source country, namely<br />

<strong>Nigeria</strong>.<br />

As migrati<strong>on</strong> data management is vital to effective policy development, this<br />

secti<strong>on</strong> provides a framework whereby migrati<strong>on</strong> data and informati<strong>on</strong> can be<br />
