Ec<strong>on</strong>omic Community of West African States<br />
<strong>Nigeria</strong> is a leading member of ECOWAS, not <strong>on</strong>ly with regard to populati<strong>on</strong><br />
and financial means, but also in terms of political power.<br />
The 1979 ECOWAS Protocol relating to Free Movement of Pers<strong>on</strong>s,<br />
Residence and Establishment and additi<strong>on</strong>al protocols and decisi<strong>on</strong>s are<br />
the regi<strong>on</strong>al legal framework <strong>on</strong> migrati<strong>on</strong> in West Africa. The 1979 ECOWAS<br />
Protocol has had an important impact <strong>on</strong> the regi<strong>on</strong> despite major flaws in its<br />
implementati<strong>on</strong>.<br />
Moreover, in January 2008, the ECOWAS Comm<strong>on</strong> Approach <strong>on</strong> <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g><br />
was adopted in Ouagadougou at the Thirty-third Ordinary Sessi<strong>on</strong> of the Authority<br />
of Heads of State and Government. The Comm<strong>on</strong> Approach is a strategic document<br />
to better manage migrati<strong>on</strong> in West Africa. It c<strong>on</strong>tains guidelines <strong>on</strong> irregular<br />
migrati<strong>on</strong>, counter-trafficking, the free movement of pers<strong>on</strong>s, the link between<br />
migrati<strong>on</strong> and development, labour migrati<strong>on</strong>, migrants’ rights and gender.<br />
In late 2007, ECOWAS, UNHCR, the Government of <strong>Nigeria</strong> and the<br />
Governments of Sierra Le<strong>on</strong>e and Liberia signed a multipartite agreement for<br />
the local integrati<strong>on</strong> of Sierra Le<strong>on</strong>ean and Liberian refugees in <strong>Nigeria</strong>.<br />
Internati<strong>on</strong>al organizati<strong>on</strong>s<br />
UNHCR operates locally in <strong>Nigeria</strong>, regi<strong>on</strong>ally within ECOWAS and<br />
internati<strong>on</strong>ally. It was involved in the establishment and subsequent closure of<br />
the Oru Refugee Camp (Ogun State), in collaborati<strong>on</strong> with the NCFR. It is also a<br />
signatory to the tripartite agreement c<strong>on</strong>cerning the local integrati<strong>on</strong> of refugees<br />
in <strong>Nigeria</strong>.<br />
<strong>IOM</strong> is also based in <strong>Nigeria</strong>, both in Lagos and Abuja, and is implementing<br />
activities in the fields of labour migrati<strong>on</strong>, assisted voluntary returns, border<br />
management, capacity-building and migrati<strong>on</strong> health. In c<strong>on</strong>juncti<strong>on</strong> with<br />
UNHCR and NCFR, <strong>IOM</strong> was involved in the repatriati<strong>on</strong> of Liberian Refugees<br />
from 2004 to 2007.<br />
The ILO, the United Nati<strong>on</strong>s Children’s Fund, UNODC, UNDP and other<br />
United Nati<strong>on</strong>s agencies are also involved in many activities to support <strong>Nigeria</strong> in<br />
its efforts to achieve socio-ec<strong>on</strong>omic development and assist vulnerable groups.<br />
