the country<br />
The analysis of the migrati<strong>on</strong> situati<strong>on</strong> in <strong>Nigeria</strong> presents the<br />
circumstances before the current ec<strong>on</strong>omic crisis. Determining the manner<br />
in which the present ec<strong>on</strong>omic crisis will affect immigrati<strong>on</strong> and emigrati<strong>on</strong><br />
in <strong>Nigeria</strong> is merely a hypothesis based <strong>on</strong> guesswork and calculati<strong>on</strong>. It can,<br />
however, be said that the impact will depend <strong>on</strong> the durati<strong>on</strong> and severity of the<br />
crisis, not <strong>on</strong>ly in <strong>Nigeria</strong>, but also in the destinati<strong>on</strong> and potential destinati<strong>on</strong><br />
countries of <strong>Nigeria</strong>n emigrants and the source countries of immigrants who<br />
enter the country.<br />
c.1 immigrants<br />
The main data sources for analysing the stocks and flows of immigrants in<br />
<strong>Nigeria</strong> are both local and external. The former includes the Nati<strong>on</strong>al Populati<strong>on</strong><br />
Commissi<strong>on</strong> (NPC), the <strong>Nigeria</strong> Immigrati<strong>on</strong> Service (NIS) and the Nati<strong>on</strong>al<br />
Commissi<strong>on</strong> for Refugees (NCFR). The latter covers internati<strong>on</strong>al agencies, such<br />
as the United Nati<strong>on</strong>s Department of Ec<strong>on</strong>omic and Social Affairs (UNDESA), the<br />
United Nati<strong>on</strong>s Populati<strong>on</strong> Divisi<strong>on</strong> (UNPD), the Office of the United Nati<strong>on</strong>s High<br />
Commissi<strong>on</strong>er for Refugees (UNHCR) and the Development Research Centre <strong>on</strong><br />
<str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g>, Globalisati<strong>on</strong> and Poverty (DRC) of the University of Sussex.<br />
In additi<strong>on</strong>, two main surveys offer substantial data and informati<strong>on</strong> <strong>on</strong><br />
internal migrati<strong>on</strong> and some informati<strong>on</strong> pertaining to internati<strong>on</strong>al migrati<strong>on</strong>.<br />
These are the 1991 Post-census Enumerati<strong>on</strong> Survey (PES) <strong>on</strong> internal migrati<strong>on</strong><br />
and the <strong>Nigeria</strong> <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> and Urbanisati<strong>on</strong> Survey (carried out under the<br />
Network of Surveys <strong>on</strong> <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> and Urbanizati<strong>on</strong> in West Africa – NESMUWA –<br />
in 1993) (NISER, 1997). Figures 10, 11 and 12 (see annex) were derived from the<br />
two surveys.<br />
Figure 10 (based <strong>on</strong> the 1991 PES data) shows the net lifetime migrati<strong>on</strong><br />
patterns for internal migrati<strong>on</strong>, while Figure 11 (based <strong>on</strong> NESMUWA data)<br />
depicts both internal net lifetime migrati<strong>on</strong> and immigrati<strong>on</strong> vectors. On<br />
the other hand, Figure 12 (based <strong>on</strong> NESMUWA data) depicts the net period<br />
migrati<strong>on</strong> for both internal and internati<strong>on</strong>al migrati<strong>on</strong>s in 1988–1993.<br />
The net migrati<strong>on</strong> rate is the difference in the volume of migrati<strong>on</strong> that<br />
occurs when people move from a defined place at an initial time to another<br />
defined locati<strong>on</strong> at a later time. For lifetime migrati<strong>on</strong>, the move is from the<br />
