focal agency for the migrati<strong>on</strong> and resettlement of internally displaced pers<strong>on</strong>s.<br />
The Commissi<strong>on</strong> is currently amending the law to reflect its new role and has<br />
already begun to work with relevant stakeholders to agree <strong>on</strong> the way forward<br />
for migrati<strong>on</strong> management in <strong>Nigeria</strong>.<br />
The NCFR will be resp<strong>on</strong>sible for revising and, in close collaborati<strong>on</strong> with<br />
the other instituti<strong>on</strong>s referred to below, implementing the draft nati<strong>on</strong>al policy<br />
<strong>on</strong> migrati<strong>on</strong> <strong>on</strong>ce it has been approved by the Federal Parliament.<br />
Ministry of Foreign Affairs<br />
The Ministry of Foreign Affairs, which assumed its current name in 1991,<br />
started life in 1957 as the External Divisi<strong>on</strong> of the Office of the Prime Minister.<br />
Am<strong>on</strong>g its functi<strong>on</strong>s relevant to migrati<strong>on</strong> matters are the following:<br />
- c<strong>on</strong>sular matters, including protecting the interests of <strong>Nigeria</strong>ns abroad;<br />
- pilgrimage arrangements;<br />
- repatriati<strong>on</strong> of destitute <strong>Nigeria</strong>ns;<br />
- issuance of passports, travel certificates and seafarers’ identity cards in<br />
missi<strong>on</strong>s abroad;<br />
- preparati<strong>on</strong> and c<strong>on</strong>clusi<strong>on</strong> of bilateral agreements, joint commissi<strong>on</strong>s, and<br />
so <strong>on</strong>, with foreign countries;<br />
- <strong>Nigeria</strong>n markets and tourism potential.<br />
Ministry of Internal Affairs<br />
By its statutory mandate, the Ministry of Internal Affairs has the major<br />
resp<strong>on</strong>sibility of ensuring and maintaining the internal security of the nati<strong>on</strong>.<br />
It therefore has statutory resp<strong>on</strong>sibility for, am<strong>on</strong>g others, the formulati<strong>on</strong> and<br />
implementati<strong>on</strong> of policies and programmes <strong>on</strong> the following: the registrati<strong>on</strong><br />
of voluntary organizati<strong>on</strong>s; the issuance of expatriate quota allocati<strong>on</strong>s; the<br />
granting of <strong>Nigeria</strong>n citizenship; immigrati<strong>on</strong> and visas; seafarers’ identity cards/<br />
certificates; passports and travel documents; permits for foreign participati<strong>on</strong><br />
in business; the movement of aliens within the country; and the repatriati<strong>on</strong> of<br />
aliens.<br />
<strong>Nigeria</strong> Immigrati<strong>on</strong> Service<br />
The <strong>Nigeria</strong> Immigrati<strong>on</strong> Service (NIS) is <strong>on</strong>e of the agencies of the<br />
Ministry of Internal Affairs, which deals with the social welfare of the populace,<br />
