Despite the lack of an official coordinati<strong>on</strong> mechanism, there is growing<br />
awareness of the cross-cutting nature of migrati<strong>on</strong> and greater recogniti<strong>on</strong> of the<br />
need for coordinati<strong>on</strong> am<strong>on</strong>g ministries and agencies. This is apparent in some<br />
of the ministries’ sectoral plans and activities. An example of this is the Labour<br />
<str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> Desk set up by the Ministry of Labour and Productivity. The task of the<br />
new administrative unit is not <strong>on</strong>ly to facilitate and m<strong>on</strong>itor the activities related<br />
to the recruitment and employment of <strong>Nigeria</strong>n workers abroad, but also to<br />
ensure coherence between labour migrati<strong>on</strong> and employment policies and<br />
other nati<strong>on</strong>al policies (<strong>IOM</strong>, 2009a). In its 2006 draft policy document entitled<br />
“Nati<strong>on</strong>al Human Resources for Health”, the Ministry of Health also recognizes<br />
the implicati<strong>on</strong>s of migrati<strong>on</strong> for the health sector and proposes a list of acti<strong>on</strong>s<br />
to address the factors driving the emigrati<strong>on</strong> of health professi<strong>on</strong>als and to make<br />
the public health sector more attractive for capable and motivated doctors and<br />
nurses (<strong>IOM</strong>, 2009a).<br />
Both initiatives illustrate that, at the sectoral level, migrati<strong>on</strong> is often<br />
recognized as an important cross-cutting issue; however, this growing awareness<br />
has not been translated into more coherent policymaking between the different<br />
ministries. Although both the Ministry of Labour and Productivity and the<br />
Ministry of Health seek to address distinct issues related to labour migrati<strong>on</strong>,<br />
these initiatives are not embedded in a broader policy approach to emigrati<strong>on</strong>.<br />
Similarly, although different ministries refer to the cross-cutting nature and the<br />
implicati<strong>on</strong>s of migrati<strong>on</strong> for development in their policy documents, there has<br />
not been a c<strong>on</strong>certed effort to mainstream migrati<strong>on</strong> into development plans.<br />
A major obstacle to the improved coordinati<strong>on</strong> of migrati<strong>on</strong> and<br />
development plans is the lack of appropriate indicators and quality data to<br />
measure the migrati<strong>on</strong> and development nexus. Although migrati<strong>on</strong>-related data<br />
and informati<strong>on</strong> are collected, they are dispersed am<strong>on</strong>g different ministries<br />
and often of poor quality. As became apparent during the collecti<strong>on</strong> of data<br />
for this <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Profile</str<strong>on</strong>g>, ministries and agencies are often unaware of what<br />
informati<strong>on</strong> is collected by their counterparts. Unless informati<strong>on</strong> and data are<br />
shared to a greater extent, it will be difficult to gain a comprehensive picture<br />
of the migrati<strong>on</strong> situati<strong>on</strong>; <strong>on</strong>e which could be used to develop more coherent<br />
policies <strong>on</strong> migrati<strong>on</strong>.<br />
A lead agency could facilitate greater policy coordinati<strong>on</strong>. There are<br />
currently plans to assign the NCFR the mandate of being the lead agency <strong>on</strong><br />
migrati<strong>on</strong>. The resp<strong>on</strong>sibilities of the NCFR would, for instance, be to establish<br />
and chair an inter-ministerial committee <strong>on</strong> migrati<strong>on</strong> in order to promote a<br />
better exchange of informati<strong>on</strong> and experiences am<strong>on</strong>g relevant instituti<strong>on</strong>s.<br />
The agency could also be resp<strong>on</strong>sible for addressing issues such as migrati<strong>on</strong><br />
