The decrease in debt service resulted from the fact that in November 2005<br />

the Government gained Paris Club approval for a debt-relief deal that eliminated<br />

USD 18 billi<strong>on</strong> of debt in exchange for USD 12 billi<strong>on</strong> in payments. This resulted in<br />

a total package worth USD 30 billi<strong>on</strong> out of <strong>Nigeria</strong>’s total USD 37 billi<strong>on</strong> external<br />

debt. In additi<strong>on</strong>, in 2006, <strong>Nigeria</strong> reached a similar agreement with the L<strong>on</strong>d<strong>on</strong><br />

Club (Library of C<strong>on</strong>gress, 2008). The debt relief deals have given the nati<strong>on</strong><br />

much more flexibility than previously enjoyed, freeing resources for investment<br />

in critical sectors and infrastructure. The decrease in the debt service is expected<br />

to release more m<strong>on</strong>ey for the country’s development.<br />

Investment climate<br />

The Government encourages the inflow of foreign direct investment (FDI).<br />

For example, in October 2005, <strong>Nigeria</strong> implemented the Ec<strong>on</strong>omic Community<br />

of West African States (ECOWAS) comm<strong>on</strong> tariff, which reduces the number of<br />

tariff b<strong>on</strong>ds. Prior to the revisi<strong>on</strong>, the tariff c<strong>on</strong>stituted <strong>Nigeria</strong>’s sec<strong>on</strong>d largest<br />

source of revenue after oil exports (Library of C<strong>on</strong>gress, 2008).<br />

From 2003 to 2007, <strong>Nigeria</strong> attempted to implement various ec<strong>on</strong>omic<br />

nati<strong>on</strong>al reform programmes, the major <strong>on</strong>e being the Nati<strong>on</strong>al Ec<strong>on</strong>omic<br />

Employment Development Strategy (NEEDS). The purpose of NEEDS was to<br />

raise the country’s standard of living through a variety of reforms, including<br />

macroec<strong>on</strong>omic stability, deregulati<strong>on</strong>, liberalizati<strong>on</strong>, privatizati<strong>on</strong>, transparency<br />

and accountability. Related initiatives are the state and local government<br />

counterparts (SEEDS and LEEDS). The Government hoped that NEEDS would<br />

create seven milli<strong>on</strong> new jobs, diversify the ec<strong>on</strong>omy, boost n<strong>on</strong>-energy exports,<br />

increase industrial capacity utilizati<strong>on</strong> and improve agricultural productivity.<br />

In essence, NEEDS is a poverty alleviati<strong>on</strong> mechanism, which aims at<br />

reducing the current levels of poverty through its investment–employment–<br />

poverty linkage approach. Also, it is a domestically designed and run programme,<br />

modelled <strong>on</strong> the Internati<strong>on</strong>al M<strong>on</strong>etary Fund Poverty Reducti<strong>on</strong> and Growth<br />

Facility for fiscal and m<strong>on</strong>etary management. The impact of NEEDS <strong>on</strong> migrati<strong>on</strong><br />

can be inferred <strong>on</strong>ly from the effectiveness of its programmes in alleviating<br />

poverty, since the policy was not directly tailored towards addressing migrati<strong>on</strong>.<br />

Moreover, in 2003, the Government began deregulating fuel prices and<br />

announced the privatizati<strong>on</strong> of the country’s four oil refineries. Also, in May<br />

2007, the Government announced a policy, known as <strong>Nigeria</strong> Visi<strong>on</strong> 2020,<br />

which envisages the enactment of a seven-point agenda (Library of C<strong>on</strong>gress,<br />

2008). This c<strong>on</strong>sists of improvements in the following areas: power and energy<br />
