Ongoing policy initiatives to create a migrati<strong>on</strong> policy framework<br />
For a l<strong>on</strong>g time, the Government of <strong>Nigeria</strong> maintained a laissez-faire<br />
attitude towards migrati<strong>on</strong>. This was apparent in both the 1988 and 2004<br />
Nati<strong>on</strong>al Policy <strong>on</strong> Populati<strong>on</strong>, which made casual reference to migrati<strong>on</strong>. The<br />
2004 Nati<strong>on</strong>al Policy <strong>on</strong> Populati<strong>on</strong>, for example, menti<strong>on</strong>s that the Ministry of<br />
Internal Affairs collects data <strong>on</strong> internati<strong>on</strong>al migrati<strong>on</strong> and transmits them to<br />
the Nati<strong>on</strong>al Populati<strong>on</strong> Commissi<strong>on</strong> for analysis; but this is the <strong>on</strong>ly reference<br />
to migrati<strong>on</strong>.<br />
However, the Government has been signatory to a number of internati<strong>on</strong>al<br />
c<strong>on</strong>venti<strong>on</strong>s and protocols <strong>on</strong> migrati<strong>on</strong>-related matters, with the 1979 ECOWAS<br />
Protocol relating to Free Movement of Pers<strong>on</strong>s, Residence and Establishment<br />
being a prominent example. Also, certain factors have led the Government to<br />
c<strong>on</strong>sider a comprehensive policy framework that would guide all stakeholders<br />
in migrati<strong>on</strong> management. These include the perceived greater volume of<br />
emigrati<strong>on</strong>, in particular of professi<strong>on</strong>als, the desperate and dangerous manner<br />
of emigrati<strong>on</strong> of irregular migrants and an increase in smuggling and human<br />
trafficking rings.<br />
In 2005, the Government of <strong>Nigeria</strong>, through the Office of the Special<br />
Assistant to the President <strong>on</strong> <str<strong>on</strong>g>Migrati<strong>on</strong></str<strong>on</strong>g> and Humanitarian Affairs, solicited<br />
<strong>IOM</strong>’s support in developing a nati<strong>on</strong>al migrati<strong>on</strong> policy. In February 2006, with<br />
funds from the <strong>IOM</strong> 1035 Facility and co-funding from the Government, an interministerial<br />
committee comprising relevant government ministries, agencies and<br />
departments was established and began working <strong>on</strong> the policy in earnest. Their<br />
task was to produce a home-grown policy that would address the multifaceted<br />
issues of migrati<strong>on</strong>.<br />
In April 2007, a nati<strong>on</strong>al stakeholders’ c<strong>on</strong>ference was organized to<br />
present the draft policy and gather the inputs of relevant migrati<strong>on</strong> practiti<strong>on</strong>ers<br />
