Other instituti<strong>on</strong>al actors<br />
The following ministries are also involved in migrati<strong>on</strong> management (refer<br />
to the relevant policies for further details): the Ministry of Health (2006 Nati<strong>on</strong>al<br />
Human Resources for Health Policy); the Ministry of Youth Development (2009<br />
Nati<strong>on</strong>al Youth Policy); and the Ministry of Women Affairs (2006 Nati<strong>on</strong>al Gender<br />
Policy).<br />
e.2 analysis of migrati<strong>on</strong> policy coherence<br />
Policy coordinati<strong>on</strong><br />
Policy coherence requires a mechanism whereby the roles of the key<br />
instituti<strong>on</strong>al actors, such as government ministries, embassies, internati<strong>on</strong>al<br />
agencies and diaspora groups, are coordinated in order to improve the<br />
effectiveness of policies related to migrati<strong>on</strong>.<br />
For policy coherence to be a basic operati<strong>on</strong>al strategy, the allocati<strong>on</strong> of<br />
resp<strong>on</strong>sibilities must be well delineated to avoid duplicati<strong>on</strong> and redundancy<br />
at different levels and between different sets of actors. Such coordinati<strong>on</strong><br />
calls for established principles and procedures for the effective development<br />
of programme initiatives. Adequate funding and efficient management are<br />
also prerequisites for achieving effective coordinati<strong>on</strong>. In additi<strong>on</strong>, sufficient<br />
awareness is needed am<strong>on</strong>g the actors as to the inter-ministerial and<br />
interdisciplinary nature of migrati<strong>on</strong> issues.<br />
By these standards of policy coherence, <strong>Nigeria</strong>’s migrati<strong>on</strong>-related<br />
policies and the instituti<strong>on</strong>al arrangements dealing with migrati<strong>on</strong> could not<br />
be described as coherent. Coordinati<strong>on</strong> mechanisms do not yet exist, although<br />
the draft nati<strong>on</strong>al policy <strong>on</strong> migrati<strong>on</strong> foresees a central agency resp<strong>on</strong>sible<br />
for coordinating the implementati<strong>on</strong> of the policy. While the draft policy still<br />
awaits ratificati<strong>on</strong>, the key instituti<strong>on</strong>al actors dealing with migrati<strong>on</strong> issues tend<br />
to work independently from each other without greater coordinati<strong>on</strong> of their<br />
activities.<br />
