11.10 INSTITUTIONAL ISSUES<br />

City Development Plan for Agra City in the state of Uttar Pradesh under <strong>JNNURM</strong><br />

There is a clear fragmentation between the various authorities on the one hand and<br />

functional overlap on the other.<br />

There is no system of e-governance in the Agra Nagar Nigam.<br />

In terms of compliance to the 74th Constitution Amendment Act of 1992, the status of the<br />

Agra Nagar Nigam is as under:<br />

Functional Devolution - Incomplete<br />

Reservation of Seats - Complied<br />

Regular Conduct of Elections - Complied<br />

Constitution of WCs - Yet to comply<br />

Constitution of MPC - Yet to comply<br />

Constitution of DPC - Yet to comply<br />

As of date, no municipal reforms have been undertaken by the Agra Nagar Nigam.<br />

The current situation of service delivery in the city is most deplorable on account of<br />

the fact that none of the reforms have been implemented.<br />

At present, the role of the private sector in municipal service delivery is negligible.<br />

The municipal staff lacks adequate awareness of the reform agenda and reforms,<br />

which have already been undertaken all over the country in various municipal<br />

corporations.<br />

The Nagar Nigam is totally ill equipped with the necessary systems for implementing<br />

reforms and improving efficiency.<br />

The Nagar Nigam needs to coordinate with parastatals such as the ADA, Jal Nigam,<br />

Jal Sansthan, etc.<br />

11.11 INNER CITY<br />

The inner city area of the city has narrow streets, which are being encroached by<br />

various informal activities and on street parking.<br />

The petha manufacturing industries create unhygienic conditions.<br />

The study conclusions would enable preparation of City development plan for Agra as per the<br />

guidelines of <strong>JNNURM</strong>.<br />

11.12 SWOT ANALYSIS<br />

STRENGTHS<br />

The issues for the each sector has formed the basis for carrying the SWOT analysis and<br />

formulation of the strategies. The assessment of strengths, weaknesses, opportunities and<br />

threats has formed the basis for preparation of vision, strategies and overall preparation of<br />

city development plan for the city. The city SWOT analysis has been done after the<br />

assessment of various sectors of the city.<br />

• Location of Taj Mahal and other World Heritage Sites<br />

• Proximity to New Delhi, the National Capital<br />

• Well entrenched local economy in terms of<br />
