City Development Plan for Agra City in the state of Uttar Pradesh under <strong>JNNURM</strong><br />

It presents the current stage of the city’s development and sets out the directions of change.<br />

It also identifies the thrust areas, suggests alternative strategies and interventions for<br />

bringing about the change and also<br />

provides a framework projects need to<br />

be identified and implemented on<br />

priority basis. It establishes a logical<br />

and consistent framework for evaluation<br />

of investment decisions.<br />

The principle of CDP is to develop a<br />

sustainable city with quality life &<br />

infrastructure stock, improved economic<br />

environment and competitiveness of<br />

Agra city in terms of specific areas of<br />

industry & services sector with efficient<br />

& transparent city management.<br />

1.5 OBJECTIVES OF THE ASSIGNMENT<br />

The following objectives have been framed to achieve the goal of City Development Plan:<br />

To identify the challenges of the city<br />

To prepare a perspective and set Vision for the future development of the city<br />

To focus on the development of economic and social infrastructure<br />

To suggest policies and programmes that specifically address the issues of urban poor.<br />

To assist the State government to undertake urban sector reforms, which will facilitate<br />

flow of investments into city based infrastructure.<br />

To strengthen the municipal governments their financial management and accounting<br />

processes, thereby promoting transparency in their functioning etc.<br />

1.6 SCOPE OF WORK<br />

The City Development Plan for Agra sets out the spatial framework for the city within the<br />

context of the <strong>JNNURM</strong>. Under the <strong>JNNURM</strong> scheme, cities have to achieve;<br />

• Access to minimum level of services<br />

• Framework for planning and execution of action programme<br />

• Double entry accounting, budgeting and financial management<br />

• Transparency and Governance<br />

The above foremost tasks to achieve and translate it to developmental outputs in the form of<br />

projects, programme and implementation process which intend to cover the following;<br />

• Formulate a term based action programmes<br />

• Identify and prepare project proposals in accordance with <strong>JNNURM</strong> Guidelines<br />

• Draw up a timeline for implementing the urban sector reforms.<br />

• Improving and augmenting the economic and social infrastructure<br />

• Ensuring basic services<br />

• Initiating wide-ranging urban sector reforms whose primary aim is to eliminate legal,<br />

Institutional and financial constraints that have impeded investment in urban<br />

infrastructure and services; and<br />
