City Development Plan for Agra City in the state of Uttar Pradesh under <strong>JNNURM</strong><br />

Chapter-8, Basic Services for Urban Poor highlights the slum population in the city with<br />

infrastructure services and housing available for the urban poor.<br />

Chapter-9, Financial Profile of the city tries to assess the revenue structure of the Nagar<br />

Nigam including revenue receipt, expenditure in various heads, capital receipt & expenditure.<br />

It has been tried to assess the expenditure on improving the infrastructure of the city.<br />

Chapter-10 review the Governance, Institutional Framework and Reforms which includes the<br />

study and assessment of existing institutional responsibilities, functional overlapping, status<br />

of e-governance system and status of implementation of 74 th Amendment Act. This chapter<br />

also briefly highlights the status of reform under taken and role of private sector potential for<br />

formation of PPP.<br />

Chapter-11, attempts to highlights the Problems, Issues and SWOT Analysis and findings<br />

and conclusions are summarized from various sectoral issues, problems from the preceding<br />

chapters which has been discussed.<br />

Chapter-12 briefly describes the Stakeholders Consultation and Priority Matrix to help in<br />

deriving a consensus along with the stakeholders firming the process and agreeing upon a<br />

structured programme to take up the work of the CDP. Based on various consultations, the<br />

priority Matrix has been developed.<br />

Chapter-13 outlines the Strategic Agenda and Vision. This chapter is based on the<br />

assessment of available infrastructure, deficiency and shortfall and outcome of the<br />

stakeholders’ consultation in deriving a consensus for firming the process and agreeing upon<br />

a structured programme to take up the work of the CDP on priority basis. The basic strategic<br />

agenda has been frame to provide access to minimum basic services to the resident as well<br />

as the tourist visiting the city<br />

Chapter-14 formulates sector wise Development Strategy and Governance Framework to<br />

achieve over all vision of the City Development Plan. Tourism in Agra being a major<br />

economic sector, the plan focuses on improving the tourism supported infrastructure<br />

including basic facilities like toilet and information kiosk and beautification of surrounding<br />

monuments.<br />

Chapter -15 Project Identification and Phasing, the chapter outlines the identified project<br />

based on the <strong>JNNURM</strong> guidelines which has been divided into two parts- Submission-1 and<br />

Submission-2. Submission-1 attempts to bring project under Urban infrastructure and<br />

Governance and the Submission- 2 brings the projects for basic services to the Urban Poor.<br />

Chapter-16 Costing and City Investment Plan has been prepared an investment plan<br />

including the financing strategy. The chapter includes, the project description, implementing<br />

agencies and revenue streams.<br />
