The vehicles involved in the transportation of waste include small & large tipper, tractors,<br />

dumper placers and tipping trucks. There are 73 transport vehicles out of which around 45 are<br />

available for operation. Therefore, the transport fleet efficiency is only 60 per cent. One of the<br />

reasons for this is the poor maintenance of the vehicles. There is no routine maintenance and<br />

repairs being done which leads to more frequent breakdowns and less life span of the<br />

vehicles. About 325MT of waste is transported per day, of the total waste generated in the city<br />

(628MT). This backlog creates unsanitary conditions.<br />

6.4.7 Treatment and Disposal of Wastes<br />

The main objective of treatment and disposal is to clear waste from the disposal site in an<br />

environmentally friendly manner with little/no serious implication on the health and hygiene of<br />

the micro and macro environment. It is the responsibility of the local body to ensure safe<br />

disposal of the wastes generated within its jurisdiction.<br />

There is no processing of waste being done at the city level. The entire waste, which is<br />

collected, is taken for dumping to the disposal site. At present there is no sanitary landfill site<br />

in Agra. The disposal is carried out following the method of crude dumping where the waste is<br />

neither spread nor covered. In some areas the garbage waste is recklessly burnt in open<br />

dump yards placed on the main highway road. The present dumping site is at Shahdara near<br />

Jarnah nallah on Agra-Firozabad road. The site has also been exhausted and now the<br />

vehicles are dumping the waste along the road margins.<br />

6.4.8 Institutional Arrangement<br />

The solid waste management is the responsibility of the Health Department of Nagar Nigam<br />

whereas Engineering Department assists in the procurement of the vehicles, equipment and<br />

developing the landfill site, etc. The Chief Health Officer is responsible for waste<br />

management. The Health Department has total employee strength of 2299 out of which 2090<br />

(90.9%) are the sanitary workers.<br />

All municipal authorities in the country were expected to complete the implementation of<br />

Municipal SWM rules 2000 by December 2003.For effective implementation of these rules<br />

ANN got the detailed project report prepared by US AEP and Clean Technology initiative as<br />

per the proposal of above study on decentralization of administration and interdepartmental<br />

co-ordination the requirement of the estimated staff shall be much less than the existing staff.<br />
