<strong>JNNURM</strong><br />
City Development Plan for Agra City in the state of Uttar Pradesh under <strong>JNNURM</strong><br />
It is in this context the Consultancy assignment for the preparation of City Development Plan<br />
(CDP) for the Agra city identified under the Mission in the State of Uttar Pradesh has been<br />
entrusted to MDP Consultants (P) Ltd. in association with Allianz Securities Ltd. The CDP for<br />
Agra City is being prepared vide work Order No. 25-EE(S)/0-07 dated April17, 200 and the<br />
Agreement signed on 5th May 2006 with Agra Nagar Nigam (ANN).<br />
1.2 OBJECTIVES OF THE <strong>JNNURM</strong><br />
To encourage reforms and fast track planned development of the cities and efficiency in<br />
urban infrastructure and urban services delivery mechanisms and accountability of ULBs /<br />
parastatal agencies towards citizens the following objectives have been framed out:<br />
Focused attention to the integrated development of infrastructure services covered under<br />
the Mission,<br />
Establishment of linkages between asset-creation and its management through a slew of<br />
reforms for long-term project sustainability,<br />
Ensuring adequate funds to meet the deficiencies in urban infrastructural services,<br />
Planned development of identified cities including peri-urban areas, out growths and<br />
urban corridors leading to dispersed urbanization,<br />
Scale-up delivery of civic amenities and provision of utilities with emphasis on universal<br />
access to the urban poor,<br />
Special focus on urban renewal programme for the old city areas to reduce congestion,<br />
and<br />
Provision of basic services to the urban poor including security of tenure at affordable<br />
prices, improved housing, water supply and sanitation, and ensuring delivery of other<br />
existing universal services of the government for education, health and social security.<br />
1.3 SELECTION OF AGRA CITY<br />
• improving and augmenting the economic and social<br />
infrastructure of cities,<br />
• ensuring the basic services to the urban poor including<br />
security of tenure at affordable prices,<br />
• initiating wide – ranging urban sector reforms whose<br />
primary aim is to eliminate legal, institutional and<br />
financial constraints that have impeded investment in<br />
urban infrastructure and services, and<br />
• strengthening municipal governments and their<br />
functioning in accordance with the provisions of the<br />
74thCostitutional Amendment Act, 1992<br />
As per the selection criteria of <strong>JNNURM</strong> towns, Agra comes under category B as million plus<br />
city and has also importance of being a world-class architectural heritage site. Hence<br />
considering its population size and tourism potential, Agra is one of the 7 cities of Uttar<br />
Pradesh selected under <strong>JNNURM</strong>.<br />
1.4 CONCEPT AND PRINCIPLES OF CITY DEVELOPMENT PLAN<br />
A CDP is a planning process and a vision for future development of the city, which builds and<br />
improves the partnership of stakeholder groups to ensure good governance. It also<br />
encourages the people to think about the development of their city thereby defining the<br />
development strategies that give an impetus to the economic growth and poverty reduction.<br />
